Environmental Loans Online system for ITA/PERF submittals

The on-line system for Notice of Intent to Apply (ITA) & Priority Evaluation and Ranking Formula (PERF) submittals streamlines internal processes and external tasks; read about its efficiency.

About the on-line system

Each municipality that plans to apply for financial assistance from Environmental Loans is required to complete and submit online an ITA/PERF for either the Clean Water Fund Program (CWFP) or the Safe Drinking Water Loan Program (SDWLP). Anyone entering or submitting, or both, an ITA/PERF is required to have a Web Access Management System (WAMS) user ID and register with the DNR Switchboard for access.

Help text is in place in the on-line system for ITA/PERF submittals. You may wish to save or print the CWFP/SDWLP On-Line Help Text [PDF] to view during the process. The help text contains information about what type of supporting documentation to attach for that question/section.

Use document upload feature to attach supporting documentation

Documentation will be required in order to receive PERF points (for both loan programs). You may use the on-line system's document upload feature to attach your supporting documents.

  • Upload supporting documentation before submitting your ITA/PERF.
  • The only file format the document upload feature will accept is PDF (Portable Document Format).
  • Multiple PDFs may be submitted, however, you must submit each PDF separately (one-at-a time).
  • For each PDF, the maximum file size limit is 5 MB (five megabytes).

Timeline and deadlines

  • Now: Request WAMS ID and DNR Switchboard access.
  • Now: Authorization certificate for SFY 2019 is available online.
  • Now: Submit online SFY 2019 ITAs/PERFs.
  • October 20, 2017: Final submittal date for WAMS ID requests, DNR Switchboard access requests, and authorization certificates for SFY 2019.
  • October 31, 2017: Deadline for submitting online ITAs/PERFs for SFY 2019 funding.

Authorization certificate for on-line submittals

Unless a municipality authorizes a consultant to submit an on-line ITA/PERF on their behalf, only municipal officials can submit ITAs/PERFs. The consultant can still enter the ITA/PERF, by having access to the on-line system, but they will be unable to submit the ITA/PERF without the authorization certificate.

  • If a municipality wants their consultant to submit the ITA/PERF and supporting documents on their behalf, the municipality must fill out and sign the authorization certificate.
  • Authorization certificates must be signed by an appropriate, authorized municipal staff member: Administrator, Clerk, Director of Public Works (DPW), Mayor, President, or other Management position associated with the municipality.
  • The signed authorization certificate must be received by the DNR before the consultant will be granted access to submit the ITA/PERF online.

Request a WAMS ID and register for DNR Switchboard access

Anyone entering and/or submitting an on-line ITA/PERF is required to have a Web Access Management System (WAMS) user ID and register with the DNR Switchboard. The process is the same as last year. Request address changes through the "Contact Us" link in the on-line system for ITA/PERF submittals.

You must have a WAMS ID (aka Wisconsin User ID) before registering with the DNR Switchboard. You may wish to save or print the below documents to view as you go through the registration process:

Testers

If you help test the on-line system this year, you will need to request a separate WAMS ID and register with the DNR Switchboard for the production environment. Separate registrations are required for the on-line system's development and production environments. Efficiency of the on-line system for ITA/PERF submittals

The on-line system streamlines internal processes and external submittals & tasks. The integrated system links directly to the current information in our database. Request address changes through the "Contact Us" link in the on-line system.

This system is more time and energy efficient because municipalities can do the following entirely online:

  • Enter the ITA/PERF information
  • Attach/Upload the appropriate documents
  • Submit the ITA/PERF entry
  • Immediately receive a "confirmation of receipt" email
  • Receive an "acceptance" email when the ITA/PERF is approved by Environmental Loans staff

As we continue to streamline our processes, we request that you DO NOT fax, email, or mail your ITA/PERF submittals or ITA/PERF-supporting documents.

Reuse ITAs

Municipalities will be able to view lists of all their previously submitted ITAs. Consultants will be able to view lists of all the previous ITAs that have been submitted for the municipalities they have been given access to. You can see the details of an ITA or PERF by clicking the "View" button. When viewing the details of an ITA, you have the option to copy it and create a new ITA. An existing ITA's information may be updated and reused for future project entries. If you're going to reuse an ITA, remember to update the project costs for each year.

About the Notice of Intent to Apply (ITA) & the Priority Evaluation and Ranking Formula (PERF)

The first critical step in applying for financial assistance is to submit an ITA/PERF for either the Clean Water Fund Program (CWFP) or the Safe Drinking Water Loan Program (SDWLP). The ITA/PERF makes a municipality eligible to submit an application for financial assistance, which is the second step. Read more information about ITAs/PERFs and their requirements.

The ITA/PERF must be submitted by the October 31 deadline for the project to be eligible for funding the following SFY. If an ITA/PERF is submitted after the deadline, the municipality will not be able to submit a financial assistance application for two (2) state fiscal years.

EXAMPLE: A municipality must submit their ITA/PERF by the October 31, 2017 deadline if they're seeking funding in SFY 2019 (between July 1, 2018 and June 30, 2019). If they miss that ITA/PERF deadline, the next funding opportunity would be in SFY 2020 (between July 1, 2019 and June 30, 2020). The municipality would have to resubmit their ITA/PERF by October 31, 2018 for funding in SFY 2020.
