Job Description:

LTE - Environmental Program Associate - Records Management (EPA-RM)

The EPA-RM assists Remediation and Redevelopment (RR) staff and provides programmatic support. This position responds to inquiries from and provide assistance to the general public and regulated community regarding rules, regulations, policies and guidance for the LUST, ERP and Spills programs.

50% Technical Support
- Provide technical assistance, general direction, and advice regarding clean-up steps to be taken at contaminated sites. Also provide technical assistance and program information to the general public, consultants, and members of the regulated community with interpretation of state statutes and administrative codes for the RR program.
- Respond to inquiries from customers and provide interpretation of programmatic policies, procedures, rules and regulations. Refer callers to other agencies when questions fall under their jurisdiction.
- Review incoming documents to determine substance released and receptors impacted to determine if there is a need for an emergency or interim action necessary to protect human health.
- Respond to site specific queries from project managers, consultants, attorneys, real estate agents and the general public.

20% File Management
- Coordinate and manage files for the program: requesting & tracking transport of files from DOA Storage, ensure all documents are consistently and accurately stored digitally
- Scanning and uploading closed spill, abandoned container, and no action required files to the appropriate action code for public access.
- Search BRRTS for records/files when requested from statewide or regional Open Records Coordinators and provide information regarding the case files.

15% Database Management
- Update the BRRTS database systems and properly file all records accordingly.
- Coordinate ongoing BRRTS data cleanup goals for the region to ensure file information is accurately reflected in BRRTS on the Web.
- Serve as Bureau liaison to other agencies concerning the RR tracking system.

10% Support Supervisor
- Manage and provide administrative assistance for case files.
- Evaluate regional program organization and operations.

5% Other Duties as assigned

Required Qualifications:
- Ability to communicate effectively with co-workers and public.
- Ability to work independently, be self-motivated, prioritize multiple work tasks, and complete tasks in a punctual manner
- Excellent attention to detail
- Ability to comprehend program rules and regulations and interpret them to customers.

Preferred Qualifications:
- Proficient in Microsoft Office, e.g. Word, Excel, Outlook, PowerPoint.
- Ability to learn internal database system and GIS. The work effort will include learning the DNR BRRTS database system, previous Department of Safety and Professional Services tank removal database, and Spills Electronic Reporting and Tracking System (SERTS).
