Maunesha River Watershed

Details

The Maunesha River Watershed is located in Dane, Dodge and Jefferson counties. Agriculture is the dominant land use (70%) and polluted agricultural runoff is thought to be the primary water quality concern. The watershed has two state wildlife areas, the Waterloo Wildlife Area and the Deansville Marsh Wildlife Area. The draining of land for agriculture over the last 150 years has reduced the quality and extent of wetlands in the watershed. There are three impoundments on the Maunesha River, one at Marshall, one just above Waterloo and one in Waterloo. These impoundments experience water quality problems similar to other impoundments in southern Wisconsin; turbidity, siltation and heavy aquatic weed growth. There are four wastewater dischargers in the watershed, Marshall and Waterloo and two industrial facilities.

Ecological Landscapes for Maunesha River Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Wings Over Wisconsin is sponsoring a project to control phragmites and hybrid cattail in the wetland at the former Vail Farm on the south edge of the Deansville State Wildlife Area along the Maunesha River with the following goals: Control of phragmites and hybridized cattail in the wetland over the next 5 years through mapping, timely spraying and timely biomass burning, following the Eco-Resource Consulting management plan. Project updates will be shared with the W.O.W. membership at their annual banquet. Project deliverables include annual status reports of project progress. In addition to a short description of the work accomplished within a year, the annual status reports will include before and after treatment photos of 4 established sites with the same viewpoint, 2 for each of the 2 species, to demonstrate visibly how the populations are responding to treatment; and a map of survey results. Specific project conditions: Herbicide treatments must be done in a timely manner (every year, during the active growing season), and following current department permit conditions including public notice requirements. These permits would be issued each year. A draft of the final report including maps and all data collected about target plant abundance, in .pdf format, should be submitted for department comment prior to finalization.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. It is recommended this be submitted 60 days prior to the desired final approval date to give adequate time for adjustments due to the size and complexity of this project. DNR to receive an electronic .pdf copy of the final report along with, or prior to submission of grantee's final payment request.

Beaver Dam Lake Improvement Association: Hlk-Beaver Dam Healthy Lake: Beaver Dam Lake District will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: 350 ft2 native plantings, rain gardens, rock infiltration practices, and diversion practices on 5 lakeshore properties, including the City of Beaver Dam\2019s Edgewater Park.
The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #16 is required.
The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.
Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.
Special conditions: The state share of each best practice cannot exceed $1,000. The state share of grant administration and technical assistance costs may not exceed 10% of the grant award; technical assistance does not include implementation labor. Funding cannot be used for mitigation or regulatory compliance activities. Water regulation and/or county zoning permits must be issued before construction. The Healthy Lakes logo should be used for promotion and publicity, and DNR recognized as a funding source.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Columbia County Lwcd: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Education efforts include a news release, providing updates and final presentation through regular and annual meetings of the Lake District.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. Final report and other deliverables are detailed in the grant application form.

Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin's Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.
