Upper East Branch Pecatonica River Watershed

Details

The Upper East Branch Pecatonica River Watershed lies in eastern Iowa County and a very small portion of western Dane County. Over half of the land use in the watershed is agricultural with some woodlots along valleys and creeks. Four municipalities border the northern edge of the watershed and discharge to surface waters within the watershed. The village of Hollandale also lies in the southcentral portion of the watershed and discharges to the Dodge Branch. Despite the presence of these municipalities, the population of the watershed is likely to only grow by about 8% over the next 20 years. However, development along the northern edge of the watershed could affect the water quality of some of the headwater streams. Although there are problems caused by non-point source pollution and streambank pasturing, there are 13 streams in the watershed with portions of their length able to support trout. Excess sedimentation and habitat degradation are the major impacts in the watershed.

Ecological Landscapes

The Southwest Savanna Ecological Landscape is located in the far southwestern part of the state. It is characterized by deeply dissected topography, unglaciated for the last 2.4 million years, with broad open hilltops and river valleys, and steep wooded slopes. The climate is favorable for agriculture but the steep slopes limit it to the hilltops and valley bottoms. Soils are underlain with calcareous bedrock. Soils on hilltops are silty loams, sometimes of shallow depth over exposed bedrock and stony red clay subsoil. Some valley soils are alluvial sands, loams, and peats. Some hilltops are almost treeless due to the thin soil while others have a deep silt loam cap. Historic vegetation consisted of tall prairie grasses and forbs with oak savannas and some wooded slopes of oak. Almost three-quarters of the current vegetation is agricultural crops with lesser amounts of grasslands, barrens, and urban areas. The major forest types are oak-hickory and maple-basswood. High-quality prairie remnants occur on rocky hilltops and slopes that are not farmed. Some prairie pastures and oak savannas still exist. The grassland areas harbor many rare grassland birds, invertebrates, and other grassland species. Relict stands of pine occur on bedrock outcroppings along some stream systems.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Deliverables include: a report summarizing the project work, results and recommendations, maps showing recharge areas, hydrologfical sensitive sites, and the final calibrated computer model.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. The Prairie Enthusiasts, Inc.: Wq Assessment Of Mounds View Creek: The Prairie Enthusiasts will sponsor a project on the Mounds View Creek, in the Town of Brigham, Iowa County. The goals of this project include ecological restoration, education and capacity building as terrestrial volunteers expand their focus to this small stream. Project deliverables include: 1) preparation of a stream corridor restoration plan that identifies management goals that could potentially include establishing native brook trout or redside dace population, 2.) tracking of potential water quality and stream ecological changes that coincide with the landscape scale restoration, and enter the gathered data into the DNR volunteer stream monitoring database.3.) establishing a team of volunteers to conduct routine water quality surveys along with the assistance of a licensed hydrologist, 4.) hiring an intern to conduct and intensive stream habitat evaluation and to prepare a stream restoration plan based on the habitat, water quality and biota information, and 5.) demonstrate the ecological connections between upland and riparian management with environmental health of the stream.

The Nature Conservancy: Restoring The Riparian...Pecatonica: The project will take place in the Military Ridge Prairie Heritage Area. The diverse partnership of conservation organizations are protecting and restoring a patchwork of prairies and other grassland habitats along the Dane and Iowa County border. The main intent of the restoration work described in this proposal is to return a stretch of the East Branch of the Pecatonica River and its flood plain to as close to its pre-European settlement condition as possible.

A full description of the project goal and objectives are in the grant application, which is a part of this application. The DNR will be provided with both a paper copy and an electronic copy of the final report. Information will be disseminated to the public as described in the grant application.

The Prairie Enthusiasts, Inc.: Shea Prairie Stream & Wetland Restoration: The Prairie Enthusiasts will sponsor a project to restore the Williams-Barneveld stream channel and floodplain located within the Military Ridge Prairie Heritage Area to pre-European settlement condition. Project deliverables include: 1) continuing stream baseline geomorphology study, completion of soil borings to determine depth of alluvial depositions and ground water hydrology, completion of cross sections of stream channel and floodplain for engineering plans, continuation of herptile surveys for baseline information, completion of a vegetation survey of excavation area not in agriculture for saving to re-vegetate with local genotypes, excavation of floodplains deposition exposing the historic floodplain soil, establishment of native wet prairie/wetland vegetation on floodplain and streambank and continuation of monitoring to measure project success.

Status
Otter Creek is impaired due to degraded habitat because of excessive sediment loading from surrounding agricultural lands to the Creek. Otter Creek is currently not meeting the applicable narrative water quality standard (WQS) that prohibits objectionable deposits on the shore or in the bed of a water in amounts that interfere with public rights in the water. To address the degraded habitat impairments, Wisconsin Department of Natural Resources (WDNR) determined that sediment, specifically TSS, is the pollutant that must be addressed to attain designated uses and meet WQS.

Upper East Branch Pecatonica River WatershedWatershed History Note

A large portion of the 41-mile Military Ridge State Trail runs through the watershed of the Upper East Branch of the Pecatonica River in Dane and Iowa counties. Most of the trail follows the former Chicago and North Western Railway line, which has a gentle grade of only 2 to 5 percent. Between Dodgeville and Mount Horeb it goes along the top of the Military Ridge, the divide between the Wisconsin River watershed to the north and the Pectonica and Rock River watersheds to the south. Between Mount Horeb and Verona it goes through the Sugar River Valley. The high point on the trail is at Blue Mounds, about 1300 feet above sea level, and the lowest is along the Sugar River between Riley and Verona, about 930 feet. The trail's name can be traced to its original purpose. After receiving numerous petitions from Wisconsin citizens and military officials, Congress appropriated $5,000 in 1832 for laying out and opening a military road to link Fort Howard in Green Bay, Fort Winnebago in Portage and Fort Crawford in Prairie du Chien. The western section of the road passed mainly on the ridge, a strategic route because the views to north and south gave military control of southwest Wisconsin. It connected with roads to Galena, Illinois, which had been opened by the lead miners. Military companies averaging 40 men each were assigned in rotation to prepare stretches of about 15 miles apiece. Each company camped out on the job, moving on as work progressed. Each probably spent about four to six weeks in the field. The work served as training for the troops in camping, cooking, and marching. The troops cleared brush two rods wide, plowed two furrows to mark the 30-feet roadway, and put crosswise logs, called corduroy, over marshy spots. Small trees were cut off close to the ground, and larger stumps were left one foot high. Rough bridges were built over some streams. Other streams just had their banks cut so travelers could splash through. In 1839, Capt. Thomas Jefferson Cram of the U.S. Army asked for more funds. "Between Madison and the Mississippi, nature has done so much towards providing a good road that an expenditure of about $10,000 in bridging the streams, ditching, and grading would be sufficient," he wrote. Despite Cram's request, no more appropriations were made until 1845. In the late 1800's the emphasis in Wisconsin moved from roads to railroads and a series of tracks were laid down to accommodate both daily passenger and freight trains over the route. Eventually the preferred mode of transportation shifted back to roads and the last passenger trains were discontinued in the 1950's. During the 1970's studies and negotiations on sections of the railroad line took place for the purpose of creating a recreational trail. By the mid 1980's, Wisconsin Conservation crews were working on the trail. They cut brush the entire length, fenced about ten miles to keep cattle off the trail, planked and railed the 48 trestles, surfaced the trail, erected signs, and built parking lots at Verona and Dodgeville. This was one of the first three projects of the Wisconsin Conservation Corps (WCC), established by the Legislature in 1983. The dedication of the completed portions of the trail was held May 19, 1985 in Barneveld.
