North Fork Clam River Watershed

Details

The North Fork Clam River Watershed is located mainly in southeastern Burnett County but also includes small portions of Washburn, Barron and Polk Counties. It is approximately 111,044 acres in size and contains 232 miles of streams and rivers, 3,279 acres of lakes and 12,359 acres of wetlands. The watershed is dominated by forest (53%) and grassland (23%), and is ranked low for nonpoint source issues affecting water bodies. The North and South Forks of the Clam River are classified as outstanding resource waters and six additional trout streams in the watershed are proposed for designation as outstanding resource waters.

Ecological Landscapes

The North Fork Clam River watershed is primarily located in the Forest Transition Ecological Landscape which lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone.

Sand Lake Management District: Sand Lake Eurasian Water Milfoil Treatment: The Sand Lake Management District is sponsoring a three year aquatic invasive species (AIS) project for Sand Lake to control or eradicate Eurasian Water Milfoil (EWM) including an early season, large-scale herbicide treatment of established beds of EWM in 2006, and post-treatment monitoring through 12/31/2008 to determine the initial treatment effectiveness and its impact on target and non-target species. Included with the post monitoring is the potential for re-treatment or spot treatment of missed or reemerging EWM. Efforts at preventing new AIS infestations into Sand Lake will be addressed with an education program for lake residents via the district newsletter. Bouy markers will be placed in the lake to delineate the current boundaries of existing beds of EWM for both herbicide application and lake users.

Chemical treatment will be conducted in accordance with guidelines provided in a DNR approved Aquatic Plant Management (APM) Plan. All appropriate DNR APM protocols will be followed. Post monitoring will be completed by a professional entity with the support of Sand Lake Management District volunteers. Re-treatment, spot treatment, or other treatments will be completed as necessary provided impact on non-target species is minimal and they are approved in the APM Plan.

Special conditions for this project: 1. The grant sponsor must include a DNR approved watercraft inspection program at the public access site on Sand Lake beginning in early summer 2006 and lasting through the projects completion in 2008. 2. The sponsor shall immediately report any new AIS infestation to an appropriate DNR representative.

Project Deliverables:

Apple River P & R District: Hlk-Apple River Flowage Shoreline Native Plantings: Apple River P & R District will implement best practices described in Wisconsin\2019s 2014-2017 Healthy Lakes Implementation Plan. Practices include: 350 ft2 native plantings on 5 properties.

The best practices require a contract to remain in effect for 10 years and must include minimum operation and maintenance requirements and data collection as described in grant condition #17. If best practice(s) are implemented on land owned by the grant Sponsor, this Lake Protection Grant Agreement serves as the contract. If best practice(s) are implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner that abides by grant condition #17 is required.

The Department may require re-payment of project installation costs if the best practice is disturbed or removed. The Sponsor and/or the Department may perform site inspections and/or monitoring to ensure project success.

Deliverables: Best practice location and design information, if not included in the application; signed 10-year landowner contract; pre and post project installation photographs; summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Deer Lake Conservancy Inc: Res-Deer Lake Blakeman/Hill Wetland Restoration, 1998-99: The Deer Lake Conservancy, Inc. proposes to restore a one half acre wetland on an intermittent stream in a small (211 acres) watershed that has been indentified by previous LMPG studies as contributing high phosphorus concentrations to Deer Lake. The wetland is located on the north side of Deer Lake. The wetland will be excavated to remove approximately five feet of accumulated sediments. The purpose of the project will be to restore open water habitat in this wetland, eliminate potential nutrient loading from the existing sediments, create habitat for ducks and other aquatic birds, and provide room for stormwater detention and settling of sediments and nutrients.

The Deer Lake Conservancy must comply with all regulations, restrictions, etc. that may be imposed on this project as a result of the water regulatory permit or authorization issued by the depoartment for this project. Water qualiy monitoring will be conducted on this waterway during and after the resoration project. The Deer Lake Conservancy, Inc. will provide the Department of Natural Resources with electronic and paper copies of the results of this monitoring and a final summary report on this project.

Deer Lake Conservancy Inc: Lmi-Runoff Control From Direct Drainage: Deer Lake Conservancy, Inc. proposes to install storm water best management practices to control direct drainage runoff. Specifically, the Conservancy will: 1) implement individual waterfront lot infiltration practices (rain gutters with drain tiles, infiltration pits, or rain gardens) on approximately 20 riparian lots; 2) design/build restoration of approximately 4 eroded gullies; 3) provide technical and financial assistance for traditional shoreline buffer restoration; 4) establish demonstration sites with open houses/tours of restoration/infiltration sites; and 5) coordinate education outreach and sociological surveys (in the form of focus groups) to determine barriers to participation and share benefits of the projects.

Special conditions: 1) Gully project design plans need approval before project begins; 2) applicable water regulation permits must be issued before construction activities commence; and 3) focus group script must be reviewed by statewide sociologist well in advance of first session.

Deer Lake Conservancy Inc: Lmi-Nearing The Goal: Deer Lake Watershed Phosphorus Reduction: Deer Lake Conservancy is sponsoring a project to design/build an iron/sand filter pond with pretreatment in a agriculture-dominated subwatershed (Watershed 1); continue the 2007 Direct Drainage best practices project to slow runoff and restore habitat; develop a land protection/conservation plan; promote community information and education. Watershed 1 pre-construction water quality data will be compared to post-construction data.

Special conditions: The iron/sand filter pond and pretreatment practices shall be operated and maintained for a minimum of 10 years in accordance with the operation and maintenance (O&M) plan, which must be approved by the Department. A contract will specify the approved plans and be filed with the Register of Deeds. All enrolled shoreline restoration parcels require a Department-approved restrictive covenant that permanently establishes the parcel vegetative buffer. Restorations will follow NR 191.24(3) standards unless mutually agreed to in writing with the regional lake coordinator before implementation. Runoff BMPs such as rain gardens and infiltration trenches will have maintenance, operation, and protection plans specified in a ten-year contract for each BMP site. The Department may perform site inspection and/or monitoring.

Project deliverables: pre/post site photos of implemented practices; pond engineering/design plans; copies of O&M plans and contracts; final shoreline restoration plans/maps and copies of deed restrictions if implementation is funded by the Department; land protection plan; educational materials developed; project summary report including water quality data comparison.

Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Project deliverables include: a final CBSM case study report summarizing project methodology, implementation, and results; educational materials developed; media coverage; and monitoring/modeling results.

Beaver Dam Lake Management District: Acq-Desantis Property Acquisition: The Beaver Dam Lake Management District is purchasing approximately 0.6 acres of property on the southwest side of Library Lake. The property will be used to treat stormwater runoff through the use of a wetland complex. The project is being done in cooperation with the City of Cumberland. The lake district will own the property and the City will maintain the stormwater facilities.

Long Lake Preservation Association: Lmi-Integration Of Watershed Mgt Activities In A Comprehensive Plan: The Long Lake Preservation Association, Inc. will conduct a comprehensive planning project which will produce a comprehensive community plan for a three-town planning cluster that includes:

Long Lake Preservation Association: Lmi-Implementing Stormwater Bmp'S In The Long Lake Watershed: The Long Lake Preservation Association (LLPA) will sponsor a project to implement recommendations contained in the Long Lake Management Plan. The project will install structural Best Management Practices (BMP's), publicize and promote the use of BMP's, educate the public on the importance of runoff management control for lake water quality. Other components of this project include the education of boaters on the issues of prevention of invasive species introduction and lake-friendly boating in the channel areas to minimize sediment disturbance.

BMP's to be installed through this project include three rain gardens (vegetated stormwater infiltration basins), grassed waterways, alterations to landscaping to enhance stormwater infiltration. The Hunt Hill Audubon Preserve will be the BMP installation site for onsite stormwater management and will provide a location to promote the use of these practices. Educational activities associated with this project include the use of newsletters, web page, the development of a watershed stewardship manual/calendar, public participation in the design and installation of the BMP's, an other educational efforts.

Seven boat landing kiosks will be developed and installed, which will include information on invasive species prevention and lake-friendly boating.

LLPA will hire a part-time project coordinator to assist in the administration of these project activities as well as other parts of the LLPA's strategic plan.

Project deliverables for this project include a final report listing all project accomplishments. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of all project products and periodic reports on the progress of the project.

Washburn County: Lmi-Cth M Stormwater Improvements: Washburn County Highway Department is sponsoring a project to implement engineered stormwater best practices along >1000 foot portion of CTH M that is directly adjacent to Long Lake. Special conditions: 1) Gully project design plans need approval before project begins; 2) applicable water regulation permits must be issued before construction activities commence; and 3) focus group script must be reviewed by statewide sociologist well in advance of first session.

Washburn County: Res-Shell Lake Riparian Buffer Restoration Project: Washburn County will implement an assistance project to work with Shell Lake lakeshore owners, as the water level recedes, to return as much waterfront as possible to its natural condition through planted restoration projects and through protection of areas that will regenerate naturally.

Shell Lake has experienced flood conditions the past 3-4 years as a result of unusually high water levels on this 2600 acre "seepage" lake. There is currently no existing natural outlet for this lake. Recently, the City of Shell Lake has installed a "pipeline" outlet and the water levels are beginning to recede to a more "normal" level.

This program will provide for technical assistance to individual shoreline property owners with the potential for shoreline renewal and/or protection of native vegetation. Cost sharing will be provided for site assessment and evaluation, site design for restoration/preservation, and preparation/planting of vegetation. The project goal is to restore native vegetation on a minimum of 90 lots on the lake.

Project deliverables for this project include a final report listing all project accomplishments including the number of parcels or lots participating in the program.

Special Conditions:
All shoreline habitat restoration activities conducted under this grant will be subject to the conditions specified in Wis. Adm. Code NR191.24(3)(a) to Wis. Adm. Code NR191.24(3)(j).

Washburn County: Acq-Hallstrom Woods Property Acquisition: Washburn County is proposing to purchase a parcel of land called "Hallstrom Woods". The parcel completely encompasses the frontage and access of a 44.5 acre wild lake and several wetlands in addition to a majority of the upland watershed for the lake. All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Sand Lake Management District: Phase 1: Aquatic Plant Survey Of Sand Lake: The Sand Lake Management District will conduct a comprehensive two phase project to document current aquatic plant conditions in the lake and produce an aquatic plant management plan. The exotic invasive plant species Eurasian Water Milfoil has been recently documented in Sand Lake and these projects are a part of the ongoing aquatic plant management planning process being conducted by the Lake District on Sand Lake.

Activities for this particular Phase 1 grant project include; conducting an aquatic macrophyte survey during the summer of 2005, monitoring for the presence and abundance of the milfoil weevil (Euhrychiopsis lecontei), conducting a survey of lake district residents, and producing a "partial plan" for the potential early treatment of the exotic milfoil plant areas.

Specific deliverables for this grant include: 1) A Final Project Report (paper and electronic copies) including description of meter and any accessories purchased; 2) A Financial Reimbursement Request for the purchase of a Dissolved Oxygen Meter; 3) Dissolved Oxygen profile readings taken with the new meter during lake monitoring of Little Sand Lake in 2011. These readings will be entered into the SWIMS database along with the normal CLMN data.

Special conditions for this project: The project sponsor shall immediately contact the DNR in the event of a new aquatic invasive species infestation.

Sand Lake Management District: Northwest Washout Evaluation & Repair Planning: Sand Lake Management District is sponsoring a grant to complete an evaluation and repair plan for an erosion gully on northwest side of Sand Lake. Activities include a site visit and survey, repair and mitigation design, and development of erosion control plan.

The final deliverables will be a detailed erosion control implementation plan that includes all required records, permits, and design plans for the site.

Half Moon Lake (Hydrologic Unit Code 070500006) is a small, shallow eutrophic lake that formed as an oxbow of the Chippewa River. The lake is geographically located within the City of Eau Claire and the Lower Chippewa River Basin. The lake is highly eutrophic and exhibits excessive algae and aquatic macrophyte growth (Borman, 1990; Brakke, 1995; Konkel and Borman, 1996; James et. al., 2001, 2002).

The Wisconsin Department of Natural Resources (WDNR) developed a TMDL for phosphorus for Cedar Lake. The TMDL addresses the nutrient impacts and impairments which were identified on the Wisconsin 2002 303(d) list. The Lake is nutrient (phosphorus (P)) impaired as a result of agriculture, internal loading and local land use. Water quality in Cedar Lake is generally poor to very poor, falling into the eutrophic to hypereutrophic category. Summer algal blooms result in foul odors and an unsightly build-up of algae biomass on the shoreline. In addition, trophic conditions in the lake limit rooting depth for emergent vegetation used by the resident fish populations. As a result, these impairments impact the recreational/aesthetic value of the lake and stress sport fish populations.

Half Moon Lake was originally listed on Wisconsin?s 303(d) impaired waters list in 1998 for eutrophic conditions and sedimentation and listed as a high priority for TMDL development on the October 2002 303(d) list.
