Beaver Brook Watershed

Details

The Beaver Brook watershed is relatively small at 44,483 acres and is located in southeastern Polk County extending into a portion of Barron County. It consists of 75 miles of streams and rivers, 1,801 acres of lakes and 5,965 acres of wetlands. The watershed is dominated by forest (31%), agriculture (26%) and grassland (22%) and is ranked high for nonpoint source issues affecting streams and medium for nonpoint source issues affecting lakes and groundwater. Beaver Brook is a tributary to the Apple River below the Apple River Flowage. Streams in this watershed are impacted by agricultural land uses and may respond to nonpoint source pollution controls.

Ecological Landscapes for Beaver Brook Watershed

Ecological Landscapes

The Beaver Brook Watershed is located primarily in the Forest Transition Ecological Landscape which lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone.

Echo Lake Assoc, Ltd: Aquatic Plant Management - Echo Lake, Barron County: Echo Lake Association is sponsoring a 4-yr. Eurasian watermilfoil (EWM) control project based on an Aquatic Plant Management Plan approved by the WI-DNR. The project includes AIS control for 2008 through 2011.

Activities include: Chemical treatment of EWM, physical removal of EWM by trained lake residents, aquatic plant surveys, monitoring for Eurasian watermilfoil weevil, walleye fingerling stocking in an attempt to manipulate the lake trophic cascade, a watercraft inspection program, in-lake monitoring for new aquatic invasive species, development of an AIS emergency response plan, water quality monitoring including dissolved oxygen profiles, protection of native aquatic plants, sediment testing to predict EWM growth, and AIS information & education outreach including boat landing signage, brochures, and resident training opportunities.

Deliverables include a final report summarizing all activities completed under this grant, including copies of the raw data, all data and status reports, educational materials, aquatic plant survey results etc. The DNR shall receive a paper and electronic copy of the final report.

Horseshoe Lake Improvement Association: Horseshoe Lake 2011-2013 Apm Plan Implementation Project: Horseshoe Lake Improvement Association is sponsoring a 3-year project to implement approved activities from its Aquatic Plant Management Plan. Activities include chemical treatment and manual removal of HWM; annual pre- and post-treatment aquatic plant surveys; EWM weevil and wild rice monitoring; watercraft inspection program; public meetings and outreach; and annual reporting. The project requires the following project updates annually: technical report with subsequent year\2019s treatment plan and communication (i.e. meeting or letter) with lake group.

Deliverables include aquatic plant survey results (spreadsheets and GIS maps); watercraft inspection data collection and SWIMS entry; I & E products; and Plan/strategy updates, as necessary. This information will be provided in an annual progress and final report with pre- and post-treatment monitoring results and treatment plan for the next year.

Special Conditions: All monitoring and management should follow approved recommendations within the Horseshoe Lake Aquatic Plant Management Plan, WDNR\2019s Aquatic Plant Management in Wisconsin guidance, and/or Citiizen Lake Monitoring Network protocols, as specified by the Department.

Horseshoe Lake Improvement Association: Horseshoe Lake Improvement Assoc., Rapid Response Program: Horseshoe Lake Improvement Association is sponsoring an Aquatic Invasive Species Rapid Response grant which will focus on physical removal of hybrid Eurasian Water Milfoil plants from Horseshoe Lake by scuba divers (professional and resident) and may include some small-scale chemical treatment (subject to DNR approval and permits) in fall 2007, 2008, and early season 2009. A full lake point-intercept plant survey will be completed in 2008.

Project activities include:
1) physical removal by scuba divers, 2007-2009
2) pre- and post- treatment surveying
3) small-scale chemical application (currently set at 3.5 acres or less in 2008, with the potential for a small-scale application in Fall of 2007)
4) full lake point-intercept aquatic plant survey
5) marker buoys and improved public access signage to education lake users about the hybrid EWM and to designate problem locations in the lake to minimize spread

Project deliverables include:
1) all current and future reports related to surveying completed, diving results, point-intercept plant survey, chemical application, and a final report describing overall findings, work completed, results, and guidance for continued control actions; all in digital format.

Deer Lake Conservancy Inc: Res-Deer Lake Blakeman/Hill Wetland Restoration, 1998-99: The Deer Lake Conservancy, Inc. proposes to restore a one half acre wetland on an intermittent stream in a small (211 acres) watershed that has been indentified by previous LMPG studies as contributing high phosphorus concentrations to Deer Lake. The wetland is located on the north side of Deer Lake. The wetland will be excavated to remove approximately five feet of accumulated sediments. The purpose of the project will be to restore open water habitat in this wetland, eliminate potential nutrient loading from the existing sediments, create habitat for ducks and other aquatic birds, and provide room for stormwater detention and settling of sediments and nutrients.

The Deer Lake Conservancy must comply with all regulations, restrictions, etc. that may be imposed on this project as a result of the water regulatory permit or authorization issued by the depoartment for this project. Water qualiy monitoring will be conducted on this waterway during and after the resoration project. The Deer Lake Conservancy, Inc. will provide the Department of Natural Resources with electronic and paper copies of the results of this monitoring and a final summary report on this project.

Church Pine Round & Big Lake P & R District: Hlk-Church Pine, Round & Big Healthy Lakes 2017: Partnering with property owners, the applicant is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. Polk County: Magnor Lake Planning - Phase I: The Polk County Land & Water Resources Department will conduct a comprehensive lake management planning project involving two phases of study and evaluation on Magnor Lake in Polk County. Half Moon Lake (Hydrologic Unit Code 070500006) is a small, shallow eutrophic lake that formed as an oxbow of the Chippewa River. The lake is geographically located within the City of Eau Claire and the Lower Chippewa River Basin. The lake is highly eutrophic and exhibits excessive algae and aquatic macrophyte growth (Borman, 1990; Brakke, 1995; Konkel and Borman, 1996; James et. al., 2001, 2002).

The Wisconsin Department of Natural Resources (WDNR) developed a TMDL for phosphorus for Cedar Lake. The TMDL addresses the nutrient impacts and impairments which were identified on the Wisconsin 2002 303(d) list. The Lake is nutrient (phosphorus (P)) impaired as a result of agriculture, internal loading and local land use. Water quality in Cedar Lake is generally poor to very poor, falling into the eutrophic to hypereutrophic category. Summer algal blooms result in foul odors and an unsightly build-up of algae biomass on the shoreline. In addition, trophic conditions in the lake limit rooting depth for emergent vegetation used by the resident fish populations. As a result, these impairments impact the recreational/aesthetic value of the lake and stress sport fish populations.

Beaver Brook WatershedWatershed History Note

The Village of Clayton is located in the Beaver Brook Watershed in Polk County. Like most communities in Northwestern Wisconsin, it was loggers that first settled in Clayton. They found the greatest stand of White Pine trees in the world waiting to be harvested. In 1874 the railroad arrived, making its way northward through many logging camps. The end of the line was at a large sawmill, located at what is now called Lake Camelia on the western edge of the Village of Clayton. The lumber company, Humbird and Rogers, operated the mill and owned most of the land surrounding Clayton. Clayton Rogers ran the mill and was a veteran of the Union Army in the War Between the States. He was an officer of the 6th Wisconsin, which was one of the divisions of the famous "Iron Brigade." He was in many battles including the Battle of Gettysburg. On the first day of battle his delaying action against the confederate forces enabled the Union Army of the Potomac to march to Gettysburg and participate in the battle. In recognition of Clayton Rogers' great accomplishments, the village was given his first name. Following the lumbering era, Scandinavian, German and Russian families settled the area and eventually went into dairy farming. The area became known for many small creameries and cheese factories, which served the area and at one point the village was promoted as "The Blue Cheese Capital of the World."
