Roxbury Creek Watershed

Details

The Roxbury Creek Watershed lies mostly in northwest Dane County although a small portion of it extends into Columbia County. Land use in the watershed is predominantly agricultural, although a good percentage of the watershed is covered by broad-leaf deciduous forest. There are no incorporated municipalities in the watershed.

Population, Land Use

Overall population in the watershed in 2000 was estimated to be around 5,500 people. Residential development in the watershed is increasing as a result of the watershed's proximity to Madison.

Nonpoint and Point Sources

The major known water quality problems in the watershed are from nonpoint source pollution. The Roxbury Creek watershed is ranked as a high priority for nonpoint source pollution reduction. The Dunlap Creek sub-watershed was chosen as a small-scale nonpoint source pollution abatement project. Streams in the watershed are also impacted by stream channelization and portions of Dunlap Creek have been extensively channeled. Development pressure in the watershed could pose a threat to water quality in the watershed. In addition, a portion of the watershed is in an atrazine prohibition area. These areas indicate that elevated levels of atrazine, an herbicide used on corn, has been found in some tested private water wells. Soils are permeable which has allowed atrazine to reach groundwater in some locations. The Crystal Lake Campground discharges to groundwater in the watershed and the Roxbury Sewerage District discharges to Roxbury Creek.

Ecological Landscapes for Roxbury Creek Watershed

Ecological Landscapes

The western half of the Roxbury Watershed is located in the Western Coolee and Ridges Ecological Landscape and the eastern half is located within the Central Sand Hills Ecological Landscape. The Western Coulee and Ridges Ecological Landscape in southwestern and west central Wisconsin is characterized by its highly eroded, driftless topography and relatively extensive forested landscape. Soils are silt loams (loess) and sandy loams over sandstone residuum over dolomite. Several large rivers including the Wisconsin, Mississippi, Chippewa, Kickapoo and Black flow through or border the Ecological Landscape. Historical vegetation consisted of southern hardwood forests, oak savanna, scattered prairies, and floodplain forests and marshes along the major rivers. With Euro-American settlement, most of the land on ridgetops and valley bottoms was cleared of oak savanna, prairie, and level forest for agriculture. The steep slopes between valley bottom and ridgetop, unsuitable for raising crops, grew into oak-dominated forests after the ubiquitous presettlement wildfires were suppressed. Current vegetation is a mix of forest (40%), agriculture, and grassland with some wetlands in the river valleys. The primary forest cover is oak-hickory (51%) dominated by oak species and shagbark hickory. Maple-basswood forests (28%), dominated by sugar maple, basswood and red maple, are common in areas that were not subjected to repeated presettlement wildfires. Bottomland hardwoods (10%) are common in the valley bottoms of major rivers and are dominated by silver maple, ashes, elms, cottonwood, and red maple. Relict conifer forests including white pine, hemlock and yellow birch are a rarer natural community in the cooler, steep, north slope microclimates. The Central Sand Hills Ecological Landscape is located in central Wisconsin at the eastern edge of what was once Glacial Lake Wisconsin. The landforms in this Ecological Landscape are a series of glacial moraines that were later partially covered by glacial outwash. The area is characterized by a mixture of farmland, woodlots, wetlands, small kettle lakes, and cold water streams, all on sandy soils. The mosaic of glacial moraine and pitted outwash throughout this Ecological Landscape has given rise to extensive wetlands in the outwash areas, and the headwaters of coldwater streams that originate in glacial moraines. The growing season is long enough for agriculture but the sandy soils limit agricultural productivity somewhat. Historic upland vegetation consisted of oak-forest, oak savanna, and tallgrass prairie. Fens were common in this Ecological Landscape and occurred along with wet-mesic prairie, wet prairie, and rare coastal plain marshes. Current vegetation is composed of more than one-third agricultural crops, and almost 20% grasslands with smaller amounts of open wetland, open water, shrubs, barren, and urban areas. The major forested type is oak-hickory, with smaller amounts of white-red-jack pine, maple-basswood, lowland hardwoods, aspen-birch, and spruce-fir.

Recreational Opportunities

The Mazomanie and Black Hawk units of the Lower Wisconsin State Riverway lie in this watershed. The Mazomanie unit is 4,261 acres (only 3,518 are owned, the rest are leased). This unit has areas of marsh, potholes, forest, lake and stream and offers a variety of recreational opportunities from a dog training ground, Class I field trial grounds, fishing, canoeing, birdwatching, berry picking and hiking. The Black Hawk Unit is 800 acres of state owned land and has a historical site as well as opportunities to cross country ski, and birdwatch.

Wildlife and Habitat

The watershed is also home for a variety of rare plant and animal species including; 1 species of beetle, 3 species of birds, 3 species of butterflies, 3 species of dragonflies, 13 species of fish, 1 species of grasshopper, 3 species of moths, 8 species of mussels, 30 plant species, 3 species of snakes, 2 species of mammals and 1 species of lizard. These plants and animals are also listed on the state's Natural Heritage Inventory (NHI).

Friends Of Devil'S Lake State Park: Lmi-Devil'S Lake Bottom Withdrawal Pipe Alterations: The Friends of Devil's Lake State Park propose this project to reconstruct the siphon pipe system at Devil's Lake State Park, Sauk County, by lowering the portion of the siphon that is above the ordinary high water mark (OHWM) lake level so that the pipe will flow as a gravity feed flow system whenever the lake level is above the OHWM. This entails digging up about 900' of the pipe, and lowering the highest point. An additional butterfly flow valve will be installed to provide control of the pipe for safety and operational purposes. Deliverables of this project will be a brief final report documenting that the project was completed, including photos of the project during construction.

Special condition: The Sponsor agrees to abide by the "Conditions of Approval" contained in the Chapter 30 Regulated Activities manual code approval issued by the Department of Natural Resources on 6/6/06.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Deliverables include: a report summarizing the project work, results and recommendations, maps showing recharge areas, hydrologfical sensitive sites, and the final calibrated computer model.

Columbia County Lwcd: Lmi-Tmdl Development-Phase Ii-Park Lake: Columbia County Land and Water Conservation Department will conduct phase 2 of its TMDL development program for Park Lake. This phase will focus on continued monitoring along with the use of a graduate student to conduct water quality modeling to allow for final development of a TMDL for Park Lake, a 303(d) listed lake. The objectives of this study are to quantify P export from the watershed, and link water quality with nutrient loss from the land. Project deliverables include 1) monitoring of wetland effectiveness by measuring upstream and downstream flow and concentration; 2) Field-scale Snap-Plus and watershed-scale modeling; 3) simulating water quality changes caused by wetlands in this watershed using Army Corp PRE-WET model; 4) continuation of water quality monitoring/data collection along with targeting water sample collection adjacent to wetlands; 5) information/education efforts throughout project; and 6) compilation, documentation, and recommendations of findings. Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Water quality will be monitored to track lake improvements. Project updates will be shared via social media, press releases, public meetings, and community volunteer workdays and celebration. Harmony Grove Lake Prot. And Rehab. District: Lake Wisconsin Harmony Grove Sediment Study: This project will investigate sediment in the Harmony Grove lagoons. The quantity of sediment will be determined through field measurements in the lagoons. Sediment samples will be collected and analyzed. Dane County: Crystal Lake Water Level Monitoring Station: Dane County is sponsoring a project to install a water level monitoring station on Crystal Lake, Dane County. This will provide useful data for lake water budgets to assist with management of the pump located on this lake.

Project final deliverables include: The station will be installed, and graphs of real-time data will be available for viewing by the public online. In addition, a report and website link for the data will be provided to DNR as a deliverable.

Columbia County Lwcd: Lake Wisconsin Access Inventory: Lake Wisconsin Access Inventory \2013 Columbia County LWCD will conduct a public access survey on the Columbia County side of Lake Wisconsin to help the public better use these areas and to help identify infrastructure needs, in addition to preparing for an eventual lake management plan that would include aquatic invasive species prevention component. After collecting property deed information, each public access site would be photographed, and a variety of parameters documented, including things like fire number, driving directions to the site, parking surface and number of spaces, signs posted, survey markers present, topography, etc. The data will be entered into a GEO database, and a final report will be presented to stakeholders.

Dane County: Crystal Lake Water Level Monitoring Station: Dane County is sponsoring a project to install a water level monitoring station on Crystal Lake, Dane County. This will provide useful data for lake water budgets to assist with management of the pump located on this lake.

Project final deliverables include: The station will be installed, and graphs of real-time data will be available for viewing by the public online. In addition, a report and website link for the data will be provided to DNR as a deliverable.

Specific project activities include: Installing a water level monitoring station at the lake, setting up the computer programming, and a resulting website display.

Columbia County Lwcd: Lake Wisconsin Access Inventory: Lake Wisconsin Access Inventory \2013 Columbia County LWCD will conduct a public access survey on the Columbia County side of Lake Wisconsin to help the public better use these areas and to help identify infrastructure needs, in addition to preparing for an eventual lake management plan that would include aquatic invasive species prevention component. After collecting property deed information, each public access site would be photographed, and a variety of parameters documented, including things like fire number, driving directions to the site, parking surface and number of spaces, signs posted, survey markers present, topography, etc. The data will be entered into a GEO database, and a final report will be presented to stakeholders.

Sauk Prairie River Projects Assoc. Ltd: Wisconsin River Restoration: Sauk Prairie River Projects Association LTD will organize existing groups, clubs, and organizations and will work with local and state agencies in order to develop a plan for the project area. That plan will involve local groups in understanding and protecting: river natural resources and features, the positive impact of these resources on the local economy, and the importance of river access and recreational opportunities. Otter Creek is impaired due to degraded habitat because of excessive sediment loading from surrounding agricultural lands to the Creek. Otter Creek is currently not meeting the applicable narrative water quality standard (WQS) that prohibits objectionable deposits on the shore or in the bed of a water in amounts that interfere with public rights in the water. To address the degraded habitat impairments, Wisconsin Department of Natural Resources (WDNR) determined that sediment, specifically TSS, is the pollutant that must be addressed to attain designated uses and meet WQS.

Roxbury Creek WatershedWatershed History Note

The Town of Roxbury is located in the Roxbury Creek Watershed. The town's growth was connected to the arrival of Agoston Haraszthy, a colorful nobleman and political refugee from Hungary. By 1841, he had purchased a large parcel of land where Sauk City now stands. He also built a hunting lodge, opposite his home, on a bluff in Roxbury overlooking the river. For the next several years, Haraszthy was active as a trader, hunter, steamboat operator, and viticulturist, and his business activities attracted attention to the area. He established a ferry that crossed the river, connecting Roxbury with Sauk City (then named "Haraszthy"). In 1841, Robert Richards and Jacob Fraelich, the ferry operators, became the first settlers in Roxbury after Haraszthy. Haraszthy's vineyards were located on a scenic hillside overlooking the Wisconsin River. Following several years of disappointment with winter damage on his vines and unfortunate politics, Haraszthy followed the gold rush west in 1849 and eventually became known as the founder of the California wine industry. Back in Roxbury, Peter Kehl took over the vineyards and planted conventional grape varieties, which he buried every year to protect them from Wisconsin's winters. The winery stayed in the family until 1899 when the farm was then converted to farm more conventional crops. But in 1972, the nearly abandoned property was purchased by the Wollersheim family who replanted the vines and brought the vineyards and wine business to a new level of success and national recognition.
