Brill and Red Cedar Rivers Watershed

Details

The Brill and Red Cedar Rivers watershed in northeastern Barron County and southeastern Washburn County, with small sections in Rusk and Sawyer Counties, is the drainage area for the Red Cedar River between its exit from Red Cedar Lake and its crossing beneath Highway 53 south of the city of Rice Lake. The northern half of this watershed is mostly wooded, while the southern half is mostly agricultural land. Originally, 94 percent of this watershed was forested. The most notable water resources in the watershed are Long Lake, Bear Lake, and Rice Lake. Long Lake and Bear Lake are classified as outstanding resource waters. The city of Rice Lake is located on the shores of Rice Lake. The Washburn County and Sawyer County sections of the watershed are composed of a mix of glacial end moraines and pitted outwash. Of the watershed's lakes, 85 percent are found in these counties. The watershed has a total of 130 lakes larger than 10 acres, with a combined area of 11,332 acres. The greatest density of lakes occurs in the end moraine area east of Long Lake. Most of the land in these sections is forested, but substantial areas of agricultural land exist south and west of Long Lake. Long Lake has extensive shoreline development. The Barron County and Rusk County sections are mostly pitted outwash with areas of end moraine and ground moraine present. Land use in these sections is mostly agricultural. Bear and Rice Lakes are the two largest lakes. The shoreline of Bear Lake is moderately developed and the shoreline of Rice Lake is heavily developed.

Ecological Landscapes for Brill and Red Cedar Rivers Watershed

Ecological Landscapes

The Brill and Red Cedar Rivers Watershed is located primarily in the Forest Transition Ecological Landscape which lies along the northern border of Wisconsin's Tension Zone, through the central and western part of the state, and supports both northern forests and agricultural areas. The central portion of the Forest Transition lies primarily on a glacial till plain deposited by glaciation between 25,000 and 790,000 years ago. The eastern and western portions are on moraines of the Wisconsin glaciation. The growing season in this part of the state is long enough that agriculture is viable, although climatic conditions are not as favorable as in southern Wisconsin. Soils are diverse, ranging from sandy loam to loam or shallow silt loam, and from poorly drained to well drained. The historic vegetation of the Forest Transition was primarily northern hardwood forest. These northern hardwoods were dominated by sugar maple and hemlock, and contained some yellow birch, red pine and white pine. Currently, over 60% of this Ecological Landscape is non-forested. Forested areas consist primarily of northern hardwoods and aspen, with smaller amounts of oak and lowland hardwoods. The eastern portion of the Ecological Landscape differs from the rest of the area in that it remains primarily forested, and includes some ecologically significant areas. Throughout the Ecological Landscape, small areas of conifer swamp are found near the headwaters of streams, and associated with lakes in kettle depressions on moraines. Ground flora show characteristics of both northern and southern Wisconsin, as this Ecological Landscape lies along the Tension Zone.

Wildlife and Habitat

The threatened fish species: greater redhorse, pugnose shiner and ozark minnow, and Wisconsin special concern species: weed shiner, least darter and lake herring, have been found in the lakes and streams of this watershed. The habitat needs of these fish varies from weedy shores to gravel, sand or mud bottoms. All, however, need clear water. Five trout streams occur in the watershed, the Brill River and Little Bear, Roux, Spring, and Tuscobia creeks. All of these are impaired by nonpoint sources of water pollution, such as streambank pasturing, streambank erosion, cropland erosion, and barnyard runoff. Three of the six warm water streams are also significantly impaired by nonpoint sources of pollution. Beaver dams are a problem on half of the watershed streams. Beaver dams increase water temperature, reduce levels of dissolved oxygen, and cause silt deposition in the impounded area. They also restrict fish movement.

Lakes and Impoundments

Fish contaminant monitoring for mercury on five lakes resulted in Bear Lake and Harmon Lake being put on the fish advisory listing. Fish tissue monitoring is a priority activity for an additional 13 lakes. One lake management district exists and three active lake associations are present. Seven lakes are monitored for water clarity by self-help program volunteers and two of these volunteers are collecting phosphorus and chlorophyll 3 data under the "TSI" level of lake monitoring. Participation in the self-help program is a recommended activity for an additional 47 lakes. Two lakes are classified as outstanding resource waters. Establishment of lake management organizations will aid the collection of data on these lakes and will further their protection. According to NR 107, which defines the Aquatic Plant Management program, sensitive areas are "areas of aquatic vegetation identified by the department as offering critical or unique fish and wildlife habitat, including seasonal or lifestage requirements, or offering water quality or erosion control benefits to the body of water." This official designation affects permitted activities such as aquatic plant management permits for chemical treatment and permits issued by the Bureau of Water Regulation and Zoning. Areas of lakes with critical and/or unique aquatic habitat are agreed upon and defined by staff from water resources, fisheries management, wildlife management, and water regulation and zoning. The lakes identified in this watershed for sensitive area designation analysis were chosen due to one or more of the following conditions: intensive recreational use, existing or potential shoreline development, abundant or potentially abundant aquatic plants, and/or a history of aquatic plant management. The following lakes have been identified as needing sensitive area designation analysis: Bear, Big Devil, Butternut, Chain, Deep, Desair, Lower and Upper Devils, Fenton, Kekegama, Long, Montanis, Mud, Rice, Slim, Spider #5, and Tuscobia Lakes.

Rice Lake P & R District: Rice Lake 2011-12 Apm Plan Continued Implementation Project: Rice Lake Protection & Rehabilitation District is sponsoring a 3-year project to implement approved activities from its Aquatic Plant Management Plan. Activities include CLP chemical treatment; endothall residual monitoring; annual pre- and post-treatment aquatic plant surveys; AIS monitoring and watercraft inspection program; public meetings and outreach; and annual reporting. The project requires the following project updates annually: technical report with subsequent year\2019s treatment/harvesting plan and communication (i.e. meeting or letter) with lake group.

Deliverables include aquatic plant survey results (spreadsheets and GIS maps); watercraft inspection and AIS monitoring data collection and SWIMS entry; I & E products; and an updated Aquatic Plant Management Plan. Clear Lake Property Owners Association Inc: Res-Clear Lake Native Aquatic Plant & Habitat Restoration Project: The Clear Lake Property Owners Association, Inc. is proposing to restore the rich native aquatic plant community of Clear Lake, Sawyer County by selective eradication of the exotic species, Eurasian Water Milfoil (EWM), and long term protection of the natural habitat.

The portion of the project to be funded with this grant include the development of contingency plans for possible aeration or replanting of native aquatic vegetation if either is necessary.

Post treatment water quality and macrophyte surveys will be conducted for the next three calendar years to carefully measure the effectiveness of the treatment and the resultant impact on restoration of native plants.

Significant financial support for this project has been offered by the herbicide manufacturer, SePRO, Inc., and the local chapter of Muskies, Inc.

Specific deliverables for this grant project will include:

City Of Ladysmith: Res-Corbett Lake Aeration Project: The City of Ladysmith will conduct an improvement project on Corbett Lake, which lies within the corporate limits of the city. This project involves the installation of a system of bottom aerators in the lake. Bottom aerators would be installed at 11 locations in the eastern half of the lake basin. Compressors would be located within Falge Park, which is located along the northern shoreline of Corbett Lake. The park is owned and operated by the City of Ladysmith.

A special condition of this grant project is that the installation and operation of this aeration system must comply with all conditions of the water regulation permit issued by this department for the aeration system.

The City of Ladysmith shall notify the Department of Natural Resources upon completion of the installation of the aeration system.

Long Lake Preservation Association: Lmi-Implementing Stormwater Bmp'S In The Long Lake Watershed: The Long Lake Preservation Association (LLPA) will sponsor a project to implement recommendations contained in the Long Lake Management Plan. The project will install structural Best Management Practices (BMP's), publicize and promote the use of BMP's, educate the public on the importance of runoff management control for lake water quality. Other components of this project include the education of boaters on the issues of prevention of invasive species introduction and lake-friendly boating in the channel areas to minimize sediment disturbance.

BMP's to be installed through this project include three rain gardens (vegetated stormwater infiltration basins), grassed waterways, alterations to landscaping to enhance stormwater infiltration. The Hunt Hill Audubon Preserve will be the BMP installation site for onsite stormwater management and will provide a location to promote the use of these practices. Educational activities associated with this project include the use of newsletters, web page, the development of a watershed stewardship manual/calendar, public participation in the design and installation of the BMP's, an other educational efforts.

Seven boat landing kiosks will be developed and installed, which will include information on invasive species prevention and lake-friendly boating.

LLPA will hire a part-time project coordinator to assist in the administration of these project activities as well as other parts of the LLPA's strategic plan.

Project deliverables for this project include a final report listing all project accomplishments. The Department of Natural Resources will be provided with both a paper copy and an electronic copy of all project products and periodic reports on the progress of the project.

The parcel contains 26 acres and more than 2300 feet of shoreline on Nelson Lake. The Big Island on Nelson Lake is approximately 547 acres, of which 262 acres are presently owned by Sawyer County and are enrolled in Wisconsin's County Forest Program. The entire island falls within the boundaries of the Sawyer County Forest. A letter of waiver of retroactivity has been issued for this project effective for the time period of July 28, 1998 to June 30, 1999.

Washburn County: Res-Shell Lake Riparian Buffer Restoration Project: Washburn County will implement an assistance project to work with Shell Lake lakeshore owners, as the water level recedes, to return as much waterfront as possible to its natural condition through planted restoration projects and through protection of areas that will regenerate naturally.

Shell Lake has experienced flood conditions the past 3-4 years as a result of unusually high water levels on this 2600 acre "seepage" lake. There is currently no existing natural outlet for this lake. Recently, the City of Shell Lake has installed a "pipeline" outlet and the water levels are beginning to recede to a more "normal" level.

This program will provide for technical assistance to individual shoreline property owners with the potential for shoreline renewal and/or protection of native vegetation. Cost sharing will be provided for site assessment and evaluation, site design for restoration/preservation, and preparation/planting of vegetation. The project goal is to restore native vegetation on a minimum of 90 lots on the lake.

Project deliverables for this project include a final report listing all project accomplishments including the number of parcels or lots participating in the program.

Special Conditions:
All shoreline habitat restoration activities conducted under this grant will be subject to the conditions specified in Wis. Adm. Code NR191.24(3)(a) to Wis. Adm. Code NR191.24(3)(j).

Washburn County: Acq-Hallstrom Woods Property Acquisition: Washburn County is proposing to purchase a parcel of land called "Hallstrom Woods". The parcel completely encompasses the frontage and access of a 44.5 acre wild lake and several wetlands in addition to a majority of the upland watershed for the lake. The property is approximately 596 acres in size and is presently owned by the Izaak Walton League. The property will be entered into the County Forest Law program and managed in accordance with guideline established in the Ten-Year Comprehensive Land Use Plan for Washburn County Forests.

City Of Shell Lake: Lmi-Shell Lake Water Quality Improvement Project: The City of Shell Lake is sponsoring a three-year Water Quality Improvement Project including the following activities: water quality study with response monitoring & paleolimnological component; runoff best management practice (BMP) installation at the Industrial Park & City Park; lake access restorations.

Deep Lake Association: Deep Lake Tributary Study: Deep Lake Association is conducting a tributary loading study in partnership with DNR. Volunteers will monitor six sites and complete expanded lake water quality monitoring to better understand tributary loading and lake condition/response. Long Lake Preservation Association: Enhancing Watershed Monitoring Capacity At Long Lake: The Long Lake Preservation Association, Inc. will conduct a small scale lake planning grant project involving lake and watershed monitoring on Long Lake and it's watershed in Washburn County. Primary activities for this project include utilizing a student intern to conduct a lake and watershed monitoring program involving; 1.) developing a corps of citizen volunteers on Long Lake and area watershed lakes who are knowledgeable and skilled in the use of the "Hydrolab Quanta, 2.) developing a series of educational displays focused on lake water quality and watershed ecology in existing ecology learning centers located on the Boy Scouts camp on Long Lake, and 3.) sharing the results of recent water quality monitoring with watershed residents.

Specific deliverables for this grant project include:

Long Lake Preservation Association: Long Lake Rain Garden Calendar: Long Lake Preservation Association is sponsoring an information and education outreach project about structural best management practices to protect water quality. The primary BMP addressed will be rain gardens. I & E tools will include newsletters, webpage updates, and a watershed stewardship calendar about rain gardens.

Brill and Red Cedar Rivers WatershedWatershed History Note

The City of Rice Lake is located in the Brill and Red Cedar Rivers Watershed. The name came primarily from the rich and abundant rice beds that once filled the watery lowlands. The Knapp-Stout Company, once the largest logging firm in the world, cleared the pine and hardwoods from Barron County beginning in 1848 and reached the Rice Lake area in the early 1860s. For two years in a row a very light snowfall in the winter left the rivers and streams nearly dry in the spring and the company was unable to float the logs down to the mills. That prompted the construction of the dam in 1864, which in turn affected the wild rice beds. The company then built a sawmill adjacent to the dam in 1871 and opened a company store, which was followed quickly by a hotel and blacksmith shop, making the community the center for the northern operations of Knapp-Stout until the stands of white pines in the area were exhausted. Dr. E.T. Whinery was the city’s first doctor, coming in 1872, and also was the first postmaster when regular mail service was provided by stage from Menomonie and Chippewa Falls beginning in 1874. In 1882, the Chippewa Falls and Northern Railroad built a track through the city and the following year a track was laid for the Rice Lake, Dallas and Menomonie railway. Eventually that line reached from Ridgeland through Rice Lake to the timber areas northeastward into Sawyer County and later became part of the Soo Line System.
