CAPITAL AREA REGIONAL PLANNING COMMISSION: Starkweather Creek Chloride Management Plan

Purpose

The Capital Area Regional Planning Commission (CARPC) is sponsoring a River Planning grant to develop a chloride management plan for the Starkweather Creek Watershed in Madison, Wisconsin. The goals of the project will be 1) Quantify distinct chloride sources into and exports from the watershed; 2) develop a framework for focused implementation of chloride best management practices (BMPs); 3) develop a methodology for quantifying resulting chloride reductions Specific Project Activities:1) Quantify distinct sources of chlorides into the watershed by surveying watershed stakeholders on their salt use as well as surface water monitoring to fill in data gaps 2) Prioritize sources and develop a framework for implementing BMPs to address the largest sources, 3) develop a strategy to track BMP implementation and methods for monitoring and quantifying chloride reductions Project deliverables:1) Develop a chloride budget for the watershed, 2) Establish priorities for reducing chloride use by asking partners to formally adopt the reduction plan, 3) Record and track BMP implementation and report on chloride reductions, 4) hold \201Csalt trainings\201D to engage, educate, and understand salt users, 5) Use social media, hold public informational meetings, and use other outlets to inform stakeholders about the chloride management plan, 6) Share results of the study and project through CARPC\2019s website, news releases, and press releases as well as other opportunities for public outreach (i.e. professional meetings and symposiums). It is recommended that Grantee provide DNR water quality biologist with a draft for comment on report adequacy prior to making final payment to the consultant. It is recommended this be submitted 60 days prior to the desired final approval date to give adequate time for adjustments due to the size and complexity of this project. DNR to receive an electronic .pdf copy of the final report along with, or prior to submission of grantee's final payment request
