Howards Bay Sediment Sampling 2013


Howards Bay is in the St Louis River Area of Concern (AOC) and is identified as a priority area for remedial action in the 2103 Remedial Action Plan Update for the AOC (Limnotech 2013). The Wisconsin Department of Natural Resources (WDNR) conducted sediment sampling at Howards Bay in Superior, Wisconsin during five days from September 9 through 13, 2013. WDNR conducted this investigation with assistance from Fraser Shipyards, Inc. (Fraser), the U.S. Environmental Protection Agency Great Lakes National Program Office (GLNPO), and U.S. Army Corps of Engineers (USACE) Detroit District.


The 2013 sampling is the sixth survey of sediment quality in Howards Bay. The Howards Bay sediment surveys were conducted by the U.S. Environmental Protection Agency (EPA) and the WDNR during the following dates: a. WDNR 1993 b. EPA/Mudpuppy 1994 c. WDNR 2002 d. WDNR 2007 e. EPA Legacy 2010 which was reported in 2012 by Weston. The data quality objectives in the Quality Assurance Project Plan (QAPP) for the Howards Bay Project (USACE 2013) were intended to define the horizontal and vertical extent of contamination in the project area, delineate a potential mercury hotspot, and to characterize soft sediment for solid waste disposal. The sampling design was targeted to address data gaps existing from previous studies.


RTI was the primary contractor to USACE and subcontracted analytical work to laboratories certified in Wisconsin under Chapter NR 149, Wis. Adm. Code. Test America, Inc. of Canton, OH performed all analyses except TPAH34 which was conducted by Accutest Laboratories of Marlborough, MA. Analytical results are presented in Howard’s Bay, Superior, WI Sediment Analysis Report, January 2014 Prepared for USACE by RTI Laboratories, Inc., under Contract No.: W911XK-11-D-0005 Delivery Order # 0021 (RTI 2014).
