KETTLE MORAINE LAND TRUST: Watershed Protection Plan

Purpose

The Kettle Moraine Land Trust will hire a consultant to use US EPA Region 5 spreadsheet tool for estimating pollutant Load (STEPL) to determine sediment and phosphorus baseline loads for six sub-basins. Obtain data needed for modeling load reductions and use STEPL to determine load reductions for multiple BMPs for six sub-basins. Field review current land use and cultural practices to identify priority sites for recommended measures. Compile data from USDA-NRCS\2019s cost sharing rates and management measures estimates. Create budget estimates for recommended estimates for recommended riparian corridor protections and in stream improvements for priority recommended projects. Estimate costs of outreach and education activities and civic engagement strategy. Create evaluation matrices and milestones for each recommended management measure category. Define direct measurements or indirect indicators that water quality improvements and habitat protections are being achieved. If improvements and protections are not being achieved, determine whether the plan needs to be revised, data analysis needs to be updated or timeline and milestone criteria need to be reassessed. The product deliverable will be a report containing the following elements: 1) documentation of work identified above; 2) summary of outreach efforts including convening community open house to distribute plan, launch civic engagement programs, distribute copies to primary stakeholder organizations and libraries, post plan and map documents on websites and provide media outlets press releases; and 3) summary of plan milestones and assigned responsibilities for plan implementation to local municipalities, agencies and organizations. Two paper copies and 1 electronic copy of the final plan should be provided to the Department upon project completion.
