Why we regulate
Learn what types of wastewater discharges are regulated and how.
Plan review
The DNR reviews plans for municipal and industrial wastewater treatment plant construction.
Discharge permits
Wastewater discharges to surface or groundwater.

View sections of the eCMAR form

The eCMAR form consists of the following sections. Only the sections that are required for each wastewater treatment facility will appear in a facility's eCMAR. (Example: Satellite Collection Systems are only required to complete the Financial Management, Sanitary Sewer Collection Systems, Grading Summary, and Resolution or Owner Statement Sections. Other sections will not appear on the eCMAR for these types of wastewater treatment facilities.) You can click on any section to view the types of questions and point system being used for each section:

  1. Influent Loading (3 pgs., 11KB PDF)
  2. Effluent Quality and Plant Performance (BOD5/CBOD5) (2 pgs., 6KB PDF)
  3. Effluent Quality and Plant Performance (Total Suspended Solids -TSS) (1 pg., 7KB PDF)
  4. Effluent Quality and Plant Performance (Ammonia - NH3) (2 pgs., 10KB PDF)
  5. Effluent Quality and Plant Performance (Phosphorus - P) (1 pg., 4KB PDF)
  6. Effluent Quality and Plant Performance (Total Nitrogen) (1 pg., 4KB PDF)
  7. Groundwater Quality (2 pgs., 5KB PDF)
  8. Ponds and Lagoon Leakage (3 pgs., 8KB PDF)
  9. Biosolids Quality and Management (1 pg., 7KB PDF)
  10. Staffing and Preventative Maintenance (2 pgs., 8KB PDF)
  11. Operator Certification and Education (2 pgs., 8KB PDF)
  12. Financial Management (2 pgs., 7KB PDF)
  13. Sanitary Sewer Collection Systems (4 pgs., 8KB PDF)
  14. Grading Summary (1 pg., 7KB PDF)
  15. Resolution or Owner Statement (1 pg., 3KB PDF)

Trending graphs

Trending graphs visually display important information about the performance of your wastewater treatment works. Influent flows and loadings and collection system performance data are used to develop trends in the data over periods of time of five or ten years. Data is analyzed using a best fit linear regression analysis, from which an equation (straight line: Y = mX + b) is developed through which projections are made for when facilities may reach design parameters. (For example: from a straight line, to find the time X when Y equals design: X = (Y - b) / m.)

Influent loading trending graphs

For section (a) Influent Flow and Loading, trending analyses can be used to track and evaluate data and predict when communities will likely need to plan facility upgrades. The Influent Flow and Loading section graphs display a year when the trend line is projected to intersect the design flow. This information can be used as a tool to help determine how far into the future a plant expansion or upgrade may be needed. Graphs available in the Influent Flow and Loading section display data and trend lines for influent flow or influent BOD - see example graphs [PDF, 146KB].

To view your facility's influent flow or influent BOD graph once you have accessed your eCMAR form, click on the "Infl Flow Graph" button or the "Infl BOD Graph" button located in the right-hand column of "2. Maximum month design flow and design (C)BOD loading".

Sanitary sewer collection systems

For section (m) Sanitary Sewer Collection Systems, trending analyses can be used to track and evaluate the progress a community is making in improving the performance of their collection systems through improved operation and maintenance or through Capacity, Management, Operation & Maintenance (CMOM) programs so that impacts of wet weather flows are reduced and eliminated. Graphs available in the Sanitary Sewer Collection Systems section display data and trend lines for the following performance indicators: Lift Station Failures, Sewer Pipe Failures, Sanitary Sewer Overflows, Basement Backups, Complaints, and Peaking Factor Ratios - see example graphs [PDF, 323KB].

To view your facility's Sanitary Sewer Collection Systems graphs once you have accessed your eCMAR form click on the "Graph" button located on the right-hand column of the screen next to the performance indicator you wish to view.

Department approvals

Wastewater treatment construction projects may need approval by the Department. See Wastewater Systems Plan Review for information on the Department's plan and specification review process. Wastewater treatment projects that receive state Clean Water Fund loan assistance are required to submit an Operation and Maintenance (O&M) Manual to the DNR for approval in accordance with Department Form 3400-143.

Financial planning for wastewater treatment improvements

To obtain information about funding sources for wastewater treatment improvements, see Funding Sources Water and Wastewater.

See Accessing eCMAR forms for instructions on obtaining the eCMAR form.
