Wastewater systems plan review

Plans for new construction or modification of a sewerage system must be submitted to the DNR for review and approval, prior to construction.

What defines a sewerage system?

A "sewerage system" is the collection of all structures, conduits and pipes, by which sewage is collected, treated, and disposed of, with the exception of building plumbing and the service pipes from the buildings to municipally owned sewers.

When is plan review required?

State statutes and codes require the Department to approve, conditionally approve, or reject plans and specifications for all reviewable projects within 90 days of receipt of acceptable plans and specifications, unless a time extension is granted. The extension shall not exceed 6 months.

Private onsite wastewater system regulation

Private Onsite Wastewater Treatment Systems (POWTS) treating domestic wastewater are regulated by the Department of Safety and Professional Services (DSPS). Certain POWTS are subject to both DSPS and DNR regulation.

Sewer and lift station review

In 1983 the department developed a “fast track” review process for non-complex sewer extensions. The fast track process was extended to lift stations in 1995. Over the years the fast track has become the standard procedure for most sewer and lift station projects. Therefore we are dropping the fast track designation but we are retaining the same review procedures and the goal of processing sewer projects that meet all the fast track criteria within two-weeks.

The fast track criteria are contained on Form 3400-160. It is not necessary to request a fast track approval as the department will process all requests as fast track if possible.
