Municipal storm water permit eReporting

Information regarding MS4 eReporting

Online reporting is available to municipalities for submitting Annual Reports and other permit compliance documents.

When to eReport

Beginning January 2018, all municipalities permitted under the Municipal Separate Storm Sewer System (MS4) WPDES program submitting MS4 permit documents, including the Annual Reports due by March 31 each calendar year, must use the online eReporting system. The eReporting system is available for use at water permit applications. The eReporting system does not require any special software and is completely web-based and available using any internet browser.

MS4 Annual Report

This form is only to be used for collecting reporting information only. All data must be entered into the eReporting system due by March 31 of each calendar year.

Storm water management program documents

General permittees and Madison area (MAMSWaP) permittees shall submit their storm water management programs to the department by and begin implementing any updates no later than March 31, 2021 (ref: WPDES Permit No. WI-S050075-3, section 3; WPDES Permit No. WI-S058416-4, section 5). Storm water management program documents describe in detail how the permittee intends to comply with the permit’s requirements for each minimum control measure. A document will need to be submitted separately for each of the programs through the eReporting system.

Delegation of signature authority

Use this form to delegate electronic signature authority for submittal of an electronic MS4 permit document. Submission of this form constitutes notice by the authorized MS4 contact that the person electronically signing the eReport is authorized to do so on behalf of the municipality.
