Wetland mitigation banking

The DNR maintains a mitigation bank registry of all the approved mitigation banks approved for business in Wisconsin. Please work directly with the bank contact to determine credit availability and request credit pricing to satisfy your compensatory mitigation requirements.

The U.S. Army Corps of Engineers maintains the Regulatory In-Lieu Fee and Bank Information Tracking System (RIBITS) [exit DNR] that contains routinely updated information regarding credit availability and site specific credit ledgers that can be accessed to determine credit availability. Please click on the above link, then simply scroll down the page to all the WI State information and select your mitigation provider name to see their Credit Ledger Summary.

The Bank Service Area (BSA) map below divides the state into 12 separate watershed areas that serve as the primary areas within which banks may sell credits and be considered in-service area. The BSA also breaks out three larger basin areas that encompass additional areas that may be considered with the regulatory agency approval for credit sales, but will be subject to additional out-of-service credit ratios. Further guidance on how to determine credit ratios can be found in the 2013 Guidelines for Wetland Compensatory Mitigation in Wisconsin (Version 1) [PDF], under Chapter 3.

Information for prospective mitigation bank sponsors

A mitigation bank sponsor is any public or private entity responsible for establishing and in most cases operating a mitigation bank. The DNR has prepared resources to answer questions about the process for establishing a mitigation bank.

Suggested science-based criteria for site selection, design, and evaluation of Wisconsin wetland mitigation banks

The department developed a document that gives suggestions, based on regulatory reports and peer–reviewed scientific literature, to assist in the process of establishing a wetland mitigation bank. Recommendations for selecting a good bank project site, preparing a site plan and developing quantifiable performance standards to assess the project’s progress are addressed.
