High capacity well reconstruction

To "reconstruct" a well means to modify its original construction, including deepening, lining, installing or replacing a screen, and underreaming (s. 281.34(1)(ek), Wis. Stats.).

Steps to take to complete a reconstruction of a high capacity well

All high capacity wells must be constructed in compliance with current code requirements (ch. NR 812, Wis. Adm. Code [exit DNR]).

If the reconstructed well will be completed to substantially the same depth and specifications as the original well:

  • no department approval is required per s.281.34(2g)(a), Wis. Stats.;
  • within 90 days following reconstruction activities, submit a new well construction report, including the original Wisconsin Unique Well Number and high capacity well number; and
  • the DNR will assign a new high capacity well number to the reconstructed well and provide the owner with the new well information for future reference.

If the reconstructed well will be completed to a substantially different depth or specifications from the original well, the following conditions and steps apply.

  • Prior department approval is required. However, reconstructions do not require a new high capacity well application or fee.
  • Contact the department about the project and submit well reconstruction details in writing (e.g., via email at DNRHiCapApplications@wisconsin.gov).
  • The department will review the reconstruction details for code compliance and, if acceptable, provide an email approving the well reconstruction.
  • Within 30 days following reconstruction activities, submit a new well construction report, including the original high capacity well number.

NOTE: 2017 Wisconsin Act 10 does not affect any applications or prior department approvals required for the reconstruction of public water supply systems, or school or wastewater treatment plant wells under Wis. Admin. Code Chapters NR 108, 810, 811 and 812.
