The EDGE pilot is an economic development initiative designed to bring environmentally responsible development to brownfields. The program establishes a process to encourage manufacturing facilities to redevelop brownfields and to manage their environmental performance by participating in the Green Tier program.

Successful participants in the program are not be required to make changes to the air pollution controls for their stationary source, even with new or modified legal requirements (except for Federal requirements) for 10 years after the department grants coverage under a Registration Operation Permit.

From this effort, a Registration Operation Permit has been developed that is available to any Green Tier participant in Tier 2. This is the ROP with the largest available threshold.
