2015 Brownfields Study Group subcommittees
The Brownfields Study Group and other stakeholders spent much of 2014 developing legislative and administrative proposals designed to enhance and advance environmental cleanup and redevelopment in Wisconsin. They produced the 2015 Brownfields Study Group Report - Investing in Wisconsin [PDF], which details their recommendations.
The Brownfields Study Group is an independent external advisory group to DNR, and the recommendations in the report are wholly their own. The DNR may or may not agree with the administrative proposals in the report, and takes no position on the legislative recommendations.
Economic
Economic impact subcommittee
This subcommittee will investigate the possibility of having the Brownfields Study Group commission an independent study on the economic impact of brownfield remediation and redevelopment in Wisconsin.

Liability
Liability subcommittee
This subcommittee will look at tools to address sites with challenging responsible party issues. The subcommittee will also work on recommendations for enhancing liability related incentives for cleanup, as well as incentives for addressing other environmental issues (sediment, historic fill, etc.). Other topics of discussion include VPLE, lender exemptions and protections for properties impacted by off-site contamination.

Local government subcommittee
This subcommittee will work on diverse issues including taxes, liability protections, public participation, funding for LGUs and ways to keep our communities safer. New technical guidance may be recommended, and potential statutory changes may also be considered, as ways of enhancing the capabilities of our local governments to effectively redevelop brownfields.
