Cumberland LLC

Cumberland LLC is a proposed swine Concentrated Animal Feeding Operation (CAFO) to be located in Burnett County. The proposed operation submitted a preliminary application for coverage under a water quality protection permit for CAFOs issued by the DNR known as a Wisconsin Pollutant Discharge Elimination System (WPDES) permit. CAFO WPDES permits are water quality protection permits designed to ensure proper storage and handling of manure from larger-scale livestock operations. The WPDES permit program does not have authority to address odor, noise, traffic or other issues not related to water quality.

Preliminary application

The preliminary application contains basic information about the operation’s proposed location and size. To pursue a WPDES permit, Cumberland LLC must submit a final application containing the operation’s proposed design plans and manure application practices. Department staff will have a better understanding of the site specific environmental conditions and issues related to this project after receiving and reviewing it. However, at this stage, no definite statements can be made about the appropriate level of environmental analysis and review.
