Central Sands Dairy, LLC

Central Sands Dairy is a dairy Concentrated Animal Feeding Operation, located in Juneau County, currently permitted by the DNR under the Wisconsin Pollutant Discharge Elimination System (WPDES) permit program.

WPDES permits are water quality protection permits designed to ensure proper storage and handling of manure from larger-scale livestock operations. The WPDES permit program does not have authority to address odor, noise, traffic or other issues not related to water quality.

Background

On June 29, 2016, DNR received a permit application requesting the DNR reissue Central Sands Dairy’s WPDES permit. The operation currently houses 6,165 animal units and does not plan to expand during the 5-year permit term. The DNR has reviewed the nutrient management plan, and plans and specifications for an additional monitoring well, and both were approved by the department. The decisions issued by the department provide additional explanation and are listed below. These decisions do not constitute a final decision of the reissuance of a WPDES permit for Central Sands Dairy, LLC.

The department public noticed its intent to reissue the WPDES permit for Central Sands Dairy in The Daily Tribune on February 19, 2018, and held an informational hearing on March 22, 2018. The comment period remained open until March 29, 2018. The department is currently working on responding to comments received on the permit.

WPDES permit is required

Concentrated Animal Feeding Operations (CAFOs) like Central Sands Dairy are required to obtain a WPDES permit. The permit regulates how CAFOs store and land apply manure and process wastewater — e.g. milking center wastes and feed storage leachate — in order to protect water quality.
