Superior Refining Company LLC, located at 2407 Stinson Avenue, Superior, Douglas County, Wisconsin, FID 816009590, submitted to the DNR a permit application, including plans and specifications for an asphalt import project at a petroleum refinery. The project includes the construction of an asphalt rail unloading station, an asphalt truck loading station, an asphalt truck loading haul road and the modification of four asphalt storage tanks. The project is being aggregated with the Rebuild Project authorized under construction permit 19-RAB-057. Air pollution control construction permit no. 20-RAB-080.

Due to state measures being implemented to prevent spread of the COVID-19 virus, this hearing will be held via Zoom, rather than in person. With high interest in this hearing, the department is asking all attendees who are choosing not to provide oral testimony during the hearing to watch it on MediaSite. A link to watch the hearing on MediaSite will be available on the department's website.
