Environmental Loans Online submittal system

The online system for Notice of Intent to Apply (ITA), Priority Evaluation and Ranking Formula (PERF), and Financial Assistance Application submittals streamlines internal processes and external tasks; read about its efficiency.

About the online system

Each municipality that plans to apply for financial assistance from Environmental Loans is required to complete and submit online an ITA/PERF and a Financial Assistance Application for either the Clean Water Fund Program (CWFP) or the Safe Drinking Water Loan Program (SDWLP). Anyone entering and/or submitting an online ITA/PERF and/or application is required to have a Web Access Management System (WAMS) user ID and register with the DNR Switchboard for access. As we continue to streamline our processes, we request that you DO NOT fax, email, or mail your submittals or supporting documents (excludes SFY 2018 CWFP applications, and Small Loans Program and Hardship applications).

Timeline and deadlines

Financial Assistance Applications

  • Now: Request WAMS ID and DNR Switchboard access.
  • Now: Authorization certificate for SFY 2019 is available online.
  • May 1, 2018: Prepare/enter online SFY 2019 SDWLP and CWFP applications.
  • June 30, 2018: Deadline for submitting online SDWLP applications for SFY 2019 funding.*
  • July 1, 2018: Applicants may begin submitting online SFY 2019 CWFP applications.
  • September 30, 2018: Deadline for submitting online CWFP applications to compete for principal forgiveness for SFY 2019 funding.*

* Reminder, we're not intending to have a grace period for submitting missing information and documentation required for a complete application.

Authorization certificate for online submittals

Unless a municipality authorizes a consultant to submit an online ITA/PERF and/or application on their behalf, only municipal officials can submit ITAs/PERFs and applications. The consultant can still enter the ITA/PERF by having access to the online system. Consultants will not be able to enter or submit an application without the authorization certificate.

  • If a municipality wants their consultant to submit the ITA/PERF and/or application, and supporting documents on their behalf, the municipality must fill out and sign the authorization certificate.
  • Authorization certificates must be signed by an appropriate, authorized municipal staff member: Administrator, Clerk, Director of Public Works (DPW), Mayor, President, or other Management position associated with the municipality.
  • The signed authorization certificate must be received by the DNR before the consultant will be granted access to submit the ITA/PERF and/or application online.

Request a WAMS ID and register for DNR Switchboard access

Anyone entering and/or submitting an online ITA/PERF and/or Financial Assistance Application is required to have a Web Access Management System (WAMS) user ID and register with the DNR Switchboard. The process is the same as last year. Request address changes through the "Contact Us" link in the online submittal system.

You must have a WAMS ID (aka Wisconsin User ID) before registering with the DNR Switchboard. You may wish to save or print the below document to view as you go through the registration process:

Testers

If you help test the online system this year, you will need to request a separate WAMS ID and register with the DNR Switchboard for the production environment. Separate registrations are required for the online system's development and production environments. Efficiency of the online submittal system

The online system streamlines internal processes, and external submittals and tasks. The integrated system links directly to the current information in our database. Request address changes through the "Contact Us" link in the online submittal system.

This system is more time and energy efficient because municipalities can do the following entirely online:

  • Enter required information
  • Attach/Upload appropriate documents
  • Submit the entry
  • Immediately receive a "confirmation of receipt" email
  • Receive an "acceptance" email when the submittal is approved by Environmental Loans staff

As we continue to streamline our processes, we request that you DO NOT fax, email, or mail your submittals or supporting documents (excludes SFY 2018 CWFP applications, and Small Loans Program and Hardship applications).

Reuse ITAs

Municipalities will be able to view lists of all their previously submitted ITAs. Consultants will be able to view lists of all the previous ITAs that have been submitted for the municipalities they have been given access to. You can see the details of an ITA or PERF by clicking the "View" button. When viewing the details of an ITA, you have the option to copy it and create a new ITA. An existing ITA's information may be updated and reused for future project entries. If you're going to reuse an ITA, remember to update the project costs for each year.
