Details

The Middle Fox River Watershed is the largest of the Fox River Basin watersheds (248 square miles), encompassing portions of Racine and Waukesha Counties, along with a very small portion of Walworth County. Portions of the Cities of Burlington, Muskego, New Berlin and Waukesha lie within the watershed, along with the Villages of Big Bend, Mukwonago, North Prairie, Rochester, Wales and Waterford.

Land cover in the watershed is primarily rural, with agricultural (41%). Other rural uses include grasslands (18%), wetlands (14%) and forests (13%). Urban areas comprise nearly four percent of the land cover in the watershed .

The entire stretch of the Fox River that runs through the watershed is listed as impaired from phosphorus deposition, sediment/total suspended solids and polychlorinated biphenyls (PCBs), which are a class of compounds used in a wide variety of manufacturing processes and in transformers. The use of PCBs in new applications is no longer possible, but historical discharges or dumping of PCBs throughout the U.S. has resulted in contamination of river bottoms where PCBs attach to sediment or soil and is redistributed when the sediment is disrupted or disturbed. Organic contaminants are bio accumulating substances, which mean that they are stored in the fat of animals, such as fish, and transferred to predators, such as humans.

A portion of the White River and all of Wind, Little Muskego and Tichigan Lakes are considered impaired due to total phosphorus. Phosphorus has long been recognized as the controlling factor in plant and algae growth in Wisconsin lakes and streams. Small increases in phosphorus can fuel substantial increases in aquatic plant and algae growth, which in turn can reduce recreational use, property values, and public health The main impacts to streams in this watershed include agricultural, development, sedimentation, channelization, elevated temperatures and stormwater runoff.

It is recommended that dam removal and habitat improvements be implemented to improve existing conditions. Where practical, habitat restoration and buffer implementation should be employed to provide multiple benefits including bank stabilization, water quality, fisheries, reduced sedimentation and nutrient loading.

Ecological Landscapes for Middle Fox River - Illinois Watershed

Ecological Landscapes

The Middle Fox River - Illinois watershed is located primarily in the Southern Lake Michigan Coastal Ecological Landscape, in the southeastern corner of Wisconsin along Lake Michigan. The landforms in this Ecological Landscape are characteristic of glacial lake influence, with ridge and swale topography, clay bluffs, and lake plain along Lake Michigan. Further inland, ground moraine is the dominant landform. Soils typically have a silt-loam surface overlying loamy and clayey tills.

The historic vegetation in the northern part of this Ecological Landscape was dominated by sugar maple-basswood-beech forests with some oak while the southern part was dominated by oak forest, oak savanna and prairies. Wet, wet-mesic, and lake plain prairies were common in this area. Black ash and relict cedar and tamarack swamps were found in this Ecological Landscape. Today, most of the area is dominated by dairy and cash grain agriculture and intense urban development. Only about 8% of the Ecological Landscape is forested. Maple-beech forests are about half of the remaining forest types with the remainder split equally between oak-hickory and lowland hardwood forest types. There are some areas of wet-mesic and wet prairie but only small preserves remain since the landscape is heavily disturbed and fragmented. Because of this isolation, fragmentation, and high level of disturbance, non-native plants are abundant.

The watershed is also located in the Southeast Glacial Plains Ecological Landscape, which makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface.

Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Fisheries

There are nearly 200 miles of perennial streams in this watershed. Genesee Creek, Mill Brook, Brandy Brook, Pebble Creek, Pebble Brook and Spring Creek are listed as cold water communities. Genesee and Spring Creeks are brook and brown trout fisheries, while the rest contain cold water communities composed of mottled sculpin and American brook lampreys.

Wildlife and Habitat

Within Honey Creek Wildlife Area, Racine County. T3N-R19E, Sections 10, 15. 80 acres: Cherry Lake Sedge Meadow in a serpentine basin in glacial till and contains southern sedge meadow, fen, and northern wet forest communities. With only a few openings in the deep sedge mat, Cherry Lake is a misnomer. The sedge meadow contains both alkaline- and acid-loving plants. Of special interest are round-leaved sundew, shrubby cinquefoil, yellow twayblade, marsh St. Johns-wort, marsh fern, and sphagnum moss. To the north of the sedge meadow is a small fen. Shrub-carr is scattered throughout the area, and a tamarack-poison sumac bog lies to the northeast. There has been some tamarack die-off, which promotes even more bushy growth. A portion of an esker runs along the west boundary. This upland area has been grazed in the past and is now brushy oldfield. Honey Creek Wildlife Area is a 1,023 acre property in western Racine County. The property is divided into four separate blocks. Habitat on the property consists of oak woodland, lowland woodland, shallow and deep marsh, grassland and agricultural fields. Wildlife on the property includes deer, turkey, waterfowl and other small game. Pheasants are stocked on the property. The Cherry Lake Sedge Meadow State Natural Area is located within the wildlife area. Martin's Woods features a mesic and wet-mesic forest located on a low, gently sloping terrace adjacent to the Fox River. Sugar maple and basswood dominate the mesic forest while the southern hardwood swamp is dominated by green ash and large swamp white oaks. Associated species include chinquapin oak, basswood, American elm, red maple, black ash, bitternut hickory, and black walnut. The understory includes eastern hop-hornbeam, ironwood, rock elm, gray dogwood, and elderberry. The uncommon Kentucky coffee tree (Gymnocladus dioica) is also present. Vines are prevalent with Virginia creeper, river grape, wild cucumber, wild yam, and upright carrion flower. Poison ivy is ubiquitous and found as a vine, shrub, and herb. The herbaceous flora is rich with many uncommon species including goldenseal (Hydrastis canadensis), forked aster (Aster furcatus) and American gromwell (Lithospermum latifolium). Other species include fragile fern, false mermaid, recurved trillium, declined trillium, spring cress, common great angelica, and hog peanut. Bird species include blue-gray gnatcatcher, veery, wood thrush, wood pewee, ovenbird, scarlet tanager, rose-breasted grosbeak, and indigo bunting. Martin's Woods is owned by the Waukesha Land Conservancy and was designated a State Natural Area in 2002.

Genesee Oak Opening is a classic bur oak opening on rolling, interlobate morainal topography, with open-grown, scattered young trees of moderate size. Numerous small, dry to dry-mesic prairies occur in scattered openings throughout the 15-acre savanna, filled with side-oats grama, big and little blue-stem, pasque flower, rough blazing-star, Indian grass, prairie dock, needle grass, prairie-smoke, and white camas. To the east is a fen with many uncommon plant species. The remainder of the eastern area is disturbed wetland. About one-half mile of Genesee Creek, a fast-flowing, gravel-bottomed stream, flows through the site and is used by uncommon reptiles and amphibians including pickerel frogs. Soils on the uplands are Casco and Rodman loams. Genesee Oak Opening is owned by the DNR and was designated a State Natural Area in 1979.

The Middle Fox River - Illinois Watershed contains 12.98 miles of Class I trout streams, 4.92 miles of Class II trout streams and 1.53 miles of Class III trout streams. The table below indicates where these trout waters are located along the streams, starting from the mouth at mile zero.

There are two outstanding or exceptional resources waters located within the Watershed, Genesee Creek (ERW) and Spring Lake (Outstanding Resources Water).

River conditions are a mix of good quality (16%), poor (45%), fair (3%) and unknown condition (36%). Out of the 1495 acres of lakes in the watershed, none of the lake conditions are known.

Lakes and Impoundments

The largest of the 19 lakes in the watershed is Big Muskego Lake with 2,260 acres. This lake is undergoing intensive management following the principles of “biomanipulation” to improve water quality not only within the lake, but further downstream to Wind Lake and the Fox River. This project includes removing rough fish such as carp and bullheads and establishing desirable rooted and emergent aquatic plants. The plants use the nutrients for growth making them unavailable for excessive algae growth and transport to the water column and further downstream. Keeping abundant rooted vegetation and high levels of predator fish maximizes water clarity and grows plants desirable to waterfowl. In addition to the water quality benefits, achieving a more balanced ecosystem for the lake will also maximize opportunities for fishing and other forms of recreation.

This type of lake management is very difficult to achieve on a shallow lake like Big Muskego. The soft bottom sediments are susceptible to disturbance by winds, which leads to decreased water clarity, increased nutrient availability, excessive algae growth, and dissolved oxygen fluctuations. These conditions are highly favorable to carp which further degrade the system by their bottom feeding habits.

Constant observation and management may be necessary to maintain the balanced environment created by the 1996 drawdown, reseeding and rough fish removal restoration project on Big Muskego Lake.

Denoon and Eagle Lakes have participants in the Self Help Lake Monitoring Program.

Eagle Lake Management District: Eagle Lake Restoration Treatment & Evaluation Project: The Eagle Lake Management District will continue their 6 year aquatic chemical treatment plan as a part of the restoration project started in 2007. The goal of the plan is to greatly reduce the frequency of occurrence of Eurasian water milfoil, an established aquatic invasive plant and to eliminate Curly Leaf Pondweed. Chemical treatment will take place in late April or early May of 2010, 2011 and 2012. Point intercept plant surveys (following the established WDNR Hauxwell protocols) will be conducted both pre and post chemical treatment each year. Water quality monitoring, native plantings, Clean Boats, Clean Waters, educational mailings and meetings and clean up kiosk stations will also be part of the project. Chemical treatment areas will be determined each year based on the previous year\2019s plant surveys. The project deliverable is a report that includes 1) all raw plant survey data; 2) maps of proposed and actual treatment areas each year; 3) density/distribution maps for EWM, CLP and the top five native plants found each year in the plant surveys; 4) statistical analysis of the plant survey data each year and a comparison between years, to include frequency of occurrence, actual density, relative density, etc as described in the Hauxwell protocol; 5) a written assessment of the success of the chemical treatment plan implementation; 6) a written assessment of the shifts in the plant community over the three years of the project; 7) recommendations for future management; 8) entry of all watercraft inspection data into the statewide database (SWIMS); 9) a short report summarizing the 2010, 2011 and 2012 CBCW inspection program (how many boats inspected, any difficulties encountered, how many hours worked and a log of the dates/times worked); 10) summary and analysis of the water quality data; 11) a description of the native plantings project and 12) success/shortcomings of the kiosk program.

Waterford Waterway Management District: Ais Control: For 2014-2016, the Waterford Waterway Mgt. District will conduct pre-treatment aquatic plant point intercept (PI) surveys, herbicide treating targeting Eurasian water-milfoil (EWM) & curly-leaf pondweed (CLP), post-treatment aquatic plant PI surveys and reports and Clean Boats Clean Waters (CBCW) boat landing staffing. Boat trailer cleaning equipment and signage will be updated at boat landings. In addition, the District will hand harvest areas of AIS growth. They will also build and install duck nest boxes. Deliverables will include maps and data sheets from pre and post treatment PI surveys and an annual report summarizing treatment and vegetation response.

Eagle Lake Management District: Eagle Lake Apm Plan: A consultant hired by the Eagle Lake Management District will conduct a plant survey with 20 transects in mid summer 2004. The consultant will follow the methodology for the plant survey as outlined in the grant application narrative. The project deliverable for this grant will be submittal of two paper copies and one electronic copy (on a CD-ROM) of the final report to the WDNR. The final report will contain the following elements: 1) Results from the plant survey; 2) Maps of plant beds, lake morphology and ecologically important areas; 3) plant list; 4) Plant management goals, objectives, alternatives and management recommendations; and 5) GPS transect data.

Waterford Waterway Management District: Invasive Species In Waterford-Tichigan: The WWMD will undertake both a Lake Education Project and an Aquatic Nuisance Species Control Program. The WWMD will purchase exotics species literature for distribution at educational meetings, pontoon classroom days, and area libraries and for mailings to households in the WWMD. The WWMD will also sponsor loosestrife eradication pilot projects and conduct a survey for purple and yellow loosestrife (following protocols established by the Wisconsin Wetlands Association). Project deliverables include: 1) a report on the results of a purple and yellow loosestrife survey; 2) a report on the beetle pilot project and the eradication pilot project; 3) copies of all agendas an/or advertisements for each educational meeting; and 4) a short report recording the education mailings and literature distribution.

Wind Lake Management District: Hydrilla Workshop Wind Lake: The Wind Lake Management District will hold an educational workshop focusing on Hydrilla in February 2008. This workshop will 1) Create awareness of the impact and biology of Hydrilla; 2) Review necessary response strategies of infestation; 3) Determine the legal basis for a specific response strategy; and 4) Identify other potentially invasive species that threaten Wisconsin's waters. Project activities include determining rates of nitrogen and phosphorous release from sediments, analyzing sediment cores to determine moisture content, density, organic matter, total sediment nitrogen and phohphorous, porewater nitrogen and phosphorous, extractable phosphorous, and exchangeable sediment nitrogen, and evaluating changes in the distribution, abundance, and species composistion of aquatic macrophytes from aerial photography and field survey work before and after drawdown. This agreement covers the costs of the activities listed in the application as scheduled to be performed during 1995. The US Army Corps of Engineers will provide 50% cost share assistance in match to finance the study.

Eagle Lake Property Owners Improvement Assoc: Eagle Lake Watershed Improvement Project: The Eagle Lake Property Owners Improvement Association is undertaking a project to educate land owners of both lakeshore and streamshore properties of the benefits of shoreland restoration. The major goal of the project will be to install buffer strips along all of the tributaries to the lake and to install buffer strips along various portions of the lake shore. The buffer strips will be installed using native grasses, shrubs, trees, biologs and biomats(coconut fiber). A drain tile pollution study will be conducted to identify any sources of high nutrient loading. Project products will be the following: Deed restrictions on all buffer installations with a minimum 10 year deed restriction on each parcel listed, buffer installations documented with photographs, a copy of the results of the drain tile pollution study, newletters to residents, and a press release to the public. Scope change:(7-20-04) The monies designated for streambank stabilization and hight residue management and nutrient plans for the streambank will be all transfered for educational activities. These activities consist of shoreline restoration/naturalization projects on Eagle Lake.

Eagle Lake Management District: Eagle Lake Restoration: The Eagle Lake Management District will undertake a whole lake restoration project in cooperation with the DNR, Racine County, the Town of Dover and the Army Corps of Engineers (ACOE). The goals of the restoration include a balanced fishery, improved water quality, reduced nuisance levels of Eurasian water milfoil and restoration of native aquatic plant species. Project deliverables include 1) annual reports for 2006, 2007, 2008 and 2009; 2) a final report. The annual reports will contain a summary of yearly management activities, results of the water quality monitoring, and results of the aquatic plant survey. The final report will include 1) the watershed assessment; 2) maps of the lake both pre and post treatment with depth, plant height and effectiveness of chemical treatment; 3) copies of educational mailings; 4) copies of minutes from project team meetings and 5) raw data from plant surveys. Lake Denoon Advancement Association: Lake Denoon Usgs Water Quality Monitoring: Water quality monitoring by the U. S. Geological Survey 5 times a year for six years, 1991 to 1996. City Of Muskego: Lake Mgt. Plan For Lake Denoon: The City of Muskego will hire a contractor to conduct a plant survey and update the aquatic plant management plan for Denoon Lake. The plant survey will be a point intercept survey with the number of points to be generated by DNR science services. The lake will be sampled in mid-summer. The final report will contain the following elements: 1) Results of the points sampled, including sediment type found and maximum rooting depth; 2) Results of a general lake survey to map general plant beds, map localized plant beds, map species distribution, summary tables and a list of plant species found; 3) Individual maps of species distribution for the top 5 native species found as well as Eurasian water milfoil and Curly Leaf Pondweed; 4) Review of existing conditions of the watershed, identify and quantify potential point and nonpoint sources of pollution; 5) Results of WILMS and UAL modeling; 6) Results of a recreational use survey; 7) An aquatic plant management plan that meets the requirements of NR 109.09; and 8) Minutes from one public meeting regarding aquatic plant issues. Fox River Watershed C.A.U.S.E., Inc.: Fox River Cause Marketing & Communication Project: This grant is to promote and educate the community by gaining community participation and obtain interest from local businessess and groups. This will be done by advertising, promotional workshops, surveys, distribution of printed materials, increased partnering with local schools, businesses, and civic groups. Also, have river restroation activities in conjunction with partnered community groups. Surveys to be done that will take place in relationship to demographics, interest, awareness, and education with the community.

Waukesha County Land Conservancy: Genesee Creek Headwaters Restoration: This restoration will implement the Waukesha Co. Development Plan by preserving the isolated natural area and enhancing the wildlife habitat on the entire site. It will be available for public use, such as, walk-in boat access where the stream crosses Hwy DE. Restoring the historic water levels and return the site to a native, wetland perennial plant community. Fifty acres will be kept in native perennial plant cover, a vegetative buffer will be provided around the wetlands. US Fish and Wildlife Service will provide, install the water level control valve, and survey the drain tiles.

Trout Unlimited-Southeast Chapter: Genesee Creek Dam Removal: This grant is to help fund a dam removal project on Genesee Creek. This a class 1 trout stream and an ERW. This six-mile tributary of the Fox River is one of the few trout streams in Waukesha County with a naturally reproducing population of Brook and Brown Trout. The Genesee Roller Mill dam is failing and poses a threat to public safety. The dam also impairs stream habitat and water quality. The dam was constructed in 1847 and consists of a 480-foot earthen embankment and a 15-foot wide concrete structure. The impoundment is approximately 2.5 acres and is filled with approximately 15,000 cubic yards of sediment.

The proposal includes a community demonstration project that will model ecological restration of the trout stream, adjacent wetlands, and riparian habitat. A restroation plan will be created in the winter of 2004. EA, preliminary plans, and survey data are submitted. Chapter 30 permit applications have been submitted and the EA is complete.

Project deliverables will include a final report with pre and post stream ecosystem analysis. Project and report will involve school groups and general public involvement for I&E prurposes. There will be donated value of volunteer hours from numberous local groups. Carroll College is contributing $500.00 grant. Other grant application dollars are expected to also match the total project costs.


Monitoring & Projects

Projects including grants, restoration work and studies shown below have occurred in this watershed. Click the links below to read through the text. While these are not an exhaustive list of activities, they provide insight into the management activities happening in this watershed.

Volunteer Monitoring

At least six Water Action Volunteers have monitored seven unique stations in the FX04- Middle Fox River watershed from 2003 to 2012. Five stations have been monitored for biotic index, flow, dissolved oxygen, instantaneous temperature and transparency using Level 1 procedures (http://watermonitoring.uwex.edu/wav/monitoring/methods.html), and entered in the WAV database (http://www.uwex.edu/erc/wavdb/). Three of the stations have been monitored for dissolved oxygen, pH, instantaneous and continuous temperature and transparency using Level 2 procedures (http://watermonitoring.uwex.edu/level2/methods_data.html), and entered into the SWIMS database On average, a station was visited five times throughout a season (monthly from May through September). On average, volunteers collect macroinvertebrates twice a year to determine a biotic index for each stream monitored. Streams are considered in poor quality if biotic index is between 1.0-2.0, fair quality if between 2.1-2.5, and in good quality if the index is between 2.6-3.5. Average biotic index values rated streams in the watershed to be in fair quality (ranging from 2.0-2.5). The lowest biotic index value was reported near the end of June (1.5 at Fox River S of Capital).

Genesee Creek at Old Village Road (CBSM-683230) is the only site with significant stream flow data with 35 measurements over eight years and recorded average flow measurements of 12 cubic feet per second (cfs) and ranging from 0.8 to 56.4 cfs.

Dissolved oxygen readings were recorded at all stations using both Level 1 and Level 2 methods. Generally, volunteers recorded dissolved oxygen levels in the watershed ranging from 4.5-14mg/l, which are sufficient to sustain aquatic life. One field entry recorded at Fox River S of Capital from Barker Rd measured a dissolved oxygen reading below acceptable levels (2.5mg/l on 9/1/2007 at 11AM); the rest of the season remained at normal levels.

Volunteers collected 24 pH measurements within state standards (which range from 6 to 9) ranging from 7.56 to 8.24. Temperature measurements, used to classify streams as cold, cool or warm water habitats, and which are indicative of the ability of a habitat to sustain aquatic species, were manually recorded at all of the stations. Maximum instantaneous temperatures were below 25 C for most streams; suggesting they may be cold water streams. One field entry from July 2011 in Genesee Creek (CBSM-683230) reached 28.4 C, bordering cool to warm water stream classification. Maximum daily mean temperatures from the continuously measured temperatures in 2011 at three sites confirm instantaneous suggested classifications of cold to cool water streams.

Stream transparency measurements primarily indicated good water quality with 80% of measurements less than 10 NTU.

Middle Fox River - Illinois WatershedWatershed History Note

The community in the Middle Fox River Watershed known as Genesee Depot was settled predominantly by the English, Irish & Welsh and became a thriving settlement when the Milwaukee & Mississippi Railroad laid tracks through the area in 1851. Settler John Magee was instrumental in bringing the rail service to Genesee Depot after it was originally planned for the community of Genesee Village, but the asking price for land there was considered too high. Townspeople needed shipping facilities and once the rail service began, Genesee Depot became a “boom-town” of commercial activity, an agricultural service center, and caused Genesee Village to decline.

In 1861 Patrick Lynch, a 35-year-old Irish immigrant, built the Union House Hotel, which maintained a prominent position within Genesee Depot. The establishment was open to village residents and visitors from Chicago and Milwaukee who wanted to spend time relaxing and enjoying the healthful spring waters in the area. The hotel was built in the 19th century’s fashionable Greek Revival architectural style and was the largest public building in the Depot. The building is still in use today as a wine shop and restaurant.

By 1862, Benjamin Jenkins built a general store and warehouse and the post office also then moved. The growing area became known as Genesee Depot, and with many nearby dairy farms it became one of the largest milk shipping points in the nation, transporting 2-3 carloads of milk daily to Chicago, Milwaukee, and other points until 1908. By the 1890’s there was a grain elevator, slaughter house, two stores, blacksmith shop, shoe shop, woolen factory, post office, lumber yard, and train depot with ticket, baggage, and waiting rooms, storage buildings, and a platform where many went off to high school and Carroll College in Waukesha.

Genesee’s original Town Hall, located on Hwy 83, was built in 1912 and is listed on the National Register of Historic Places. Genesee Depot is also the home of Ten Chimney’s, former residence of America’s most noted first couple of Broadway Theater, Alfred Lunt and Lynn Fontanne.
