Middle Rock River Watershed

Details

This 132-square mile watershed extends from the north edge of Fort Atkinson upstream to the dam at Watertown. The Rock River is wide and rather sluggish in this reach and carries a heavy sediment load, due partly to the size of its basin. While agriculture is the dominant land use (60%), urbanization is occurring around Fort Atkinson and Watertown. Uncontrolled construction site erosion and post-development stormwater may be affecting water quality and instream habitat locally, although the extent of the problem is unknown. There are three municipal wastewater treatment plant discharges in the watershed: Watertown, Johnson Creek and Jefferson. Three industrial facilities also discharge in the watershed.

Ecological Landscapes for Middle Rock River Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Jefferson Co. Parks Dept.: Rock River Shoreline Restoration: Jefferson County Parks Department will undertake a shoreline restoration project at Rock River Park to protect it from further erosion and to provide an improved shoreline fishing and outdoor experience for park users. Work is to include removing current fabric, regrading to allow for correct slope, installing filter fabric, field stone rip rap and native plant vegetation with the rock and or/behind the rip rap. Maintenance of the native vegetation within the rip rap above the Ordinary High Water Mark (OHWM) is a condition of the grant. Jefferson County Parks Department's maintenance plan for Rock River Park will include no mowing/trimming/removal of the native vegetation. Potential future additions of shore fishing piers/platforms at the site that may require adjustment of the native vegetation will be coordinated with Fisheries Management.
Project deliverables are as follows: 1.) Shoreline restoration completed on 208 feet of river shoreline on the Rock River and the Rock River Park, 2.) Erosion control including planting and maintaining native vegetation within the rip rap above the Ordinary High Water Mark (OHWM). 3.) Rock River Park's maintenance plan will include a provision for maintenance of native vegetation within the project area.

Middle Rock River WatershedWatershed History Note

The City of Watertown is located along the Rock River in the Middle Rock River Watershed. The area was settled in order to utilize the power of the Rock River, which falls 20 feet in two miles. The water power was first used for sawmills, and later prompted the construction of two hydroelectric dams. Watertown was first settled by Timothy Johnson, who built a cabin on the west side of the Rock River in 1836. In 1853, a plank road was completed from Milwaukee to Watertown. After plank roads were no longer used, the route was replaced by highway (Wisconsin Highway 16) and a railroad. The city grew slowly at first, but an influx of German immigrants increased the population to over 10,000 in the late 19th century. The city is the home of the first kindergarten in the United States. In 1856 Margarethe Schurz started a kindergarten in the Schurz's Watertown home for her young daughter and four of her daughter's cousins. When more children wanted to join, Mrs. Schurz opened a school in this small building. This was the first kindergarten in America. Her sister founded the first kindergarten in London, England. The building that housed this kindergarten is now located on the grounds of the Octagon House Museum in Watertown. The Octagon House was built in 1854 by pioneer settler John Richards. He arrived in the spring of 1837 and after buying a small farmstead, he went back to Massachusetts and proposed to his sweetheart, Eliza Forbes. Richards promised if she agreed to accompany him back to the wilds of Wisconsin territory, he would build her the finest and most modem house he could. It took him 12 years to make good on that promise, but when the home was finished, it was a marvel of craftsmanship. Built into the home, which was designed and overseen by Richards, were rudimentary forms of running water, central air conditioning and central heating. Perhaps the most noteworthy feature of the home is the central cantilevered staircase which rises majestically 40 feet through the center of the home, ending at the top with a cupola. The staircase shows no sign of wear, despite 150 years of continuous use. The House is one of the largest single family residences of the Pre-Civil War Period in Wisconsin. The home has five stories and visitors are treated to fully guided tours, hourly. Visitors to the Octagon House can also tour the First Kindergarten in America and the Plank Road Barn, both of which are located on the museum grounds.
