Details

This north central Dane County watershed, which extends into a small portion of southern Columbia County, is a mixture of urban, suburban, and agricultural land. Urban areas include DeForest, Windsor-Lake Windsor, and the north side of the city of Madison and a portion of the city of Sun Prairie. Principal streams are the Yahara River and Token Creek. Lake Mendota is the major lake in the watershed. Large portions of wetlands have been drained for agriculture or filled for development since European settlement. Cherokee Marsh is the last large wetland complex in the watershed. Smaller wetland complexes exist, as well as many prior converted wetland areas. In spring, numerous ephemeral ponds are extensively used by migratory waterfowl. Drainage tiles and ponds and intense (sub)urban and rural development threaten or have already destroyed many of these water features. This 85-square mile watershed has a medium susceptibility for groundwater contamination based on WDNR groundwater susceptibility mapping. Increased urban development on the west side of Sun Prairie and extending to Token Creek has raised concern about decreased groundwater recharge and altered base flow in Token Creek, a Class III trout stream. Analysis conducted by the Dane County Regional Planning Commission (DCRPC) ranked this watershed as a high priority candidate for a nonpoint source priority watershed project. Thus, in 1996 a priority watershed appraisal was conducted.

Population, Land Use

This watershed includes rapidly urbanizing areas such as the City of Sun Prairie, and the Village of DeForest. A number of projects have been initiated through priority watershed program funds in the Lake Mendota watersheds (LR09 and LR10). The village of DeForest, along the Yahara River upstream of its confluence with Token Creek, is in the process of developing a comprehensive stormwater management plan. DeForest's overall stormwater management master plan accommodates and includes participation by the towns of Windsor and Vienna. The city of Sun Prairie is also in the process of developing a comprehensive stormwater management plan.

Ecological Landscapes for Yahara River and Lake Mendota Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Recreational Opportunities

Lake Mendota is the largest waterbody in Dane County and the most heavily used in southern Wisconsin. The lake's recreational boaters spend an estimated $3 million per year in the local economy, making this lake the fifth highest use waterbody in Wisconsin (including the Mississippi and Wisconsin Rivers).

City Of Madison: Acq-Cherokee Marsh Expansion - Muller Parcel: The City of Madison Parks Commission will acquire approximately 13.6 acres of land, for lake protection and outdoor recreation purposes, on the north shore of Lake Mendota, adjacent to property they already own. This parcel acquisition is consistent with the 1981 Cherokee Long-Range Open Space Plan (1981) which designated this land as high priority for acquisition. The land will be developed as bicycle/pedestrian/jogging and hiking trails, preservation of a scenic Lake Mendota overlook, natural woodlands and Indian burial mounds. City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Dane County: Lake Mendota Storm Event Monitoring (Usgs) Phosphorus Budget: Storm-event monitoring to determine present phosphorus loadings and a phosphorus budget for Lake Mendota. Phosphorus loading will be determined through continuous flow gauging stations located at the Yahara River at the Windsor Golf Course, the SpringHarbor storm sewer in the City of Madison, and Pheasant Branch Creek in the City of Middleton. Samples collected year-round by USGS personnel at the Yahara River station and at least one of the other two stations to be anlayzed for total P and totalreactive P. Phosphorus loading from the third site will be estimated if funding constraints prevent actual sampling. Monitoring and information will be coordinated with DNR Bureau of Research and UW, which are currently conducting in-lake studies ofLake Mendota. USGS is providing 50% matching funds, local funding support is being provided by the cities of Madison and Middleton. Dane County's contribution will exceed $3,333. Information will be disseminated to the public by entire report mailings,summary report mailings. Project results will be reposited at the Dane County Regional Planning Commission and DNR-Southern District.

Dane County: Evaluation Of Floating Bog Initiative As Fish Habitat: Dane County Land & Water Conservation Department will monitor small, non-game fish that may be utilizing the Floating Bog Interceptor structures in Cherokee Marsh, Dane County. Cherokee Marsh, a key estuary of Lake Mendota, has been the subject of much chemistry monitoring. Carp tend to dominate the limnetic zone, but no studies have examined whether remnant populations of small fish may still be living in the lake. If they are, they are likely near the FBI\2019s. This monitoring effort will investigate this. The nearshore fish are important indicators of lake health and water quality, and this evaluation will assist lake managers in ongoing efforts to improve the Yahara Chain of Lakes. Information will be shared with the department, Friends of Cherokee Marsh, and the University, as well as posted on the Dane County website.

Dane County: Algae Boom Study- Dane Co: Dane County is investigating the utility of beach booms to improve water quality for swimmers at area beaches. The booms are intended to divert floating planktonic algae scums from the beach areas being tested. Since they received the initial grant ((SPL-226-10, \201CAlgae Boom Study \2013 Dane County\201D), the scope of this project has expanded, advancing the knowledge even further than originally intended, and they are working with many more partners. In 2010, Dane County partnered with City of Madison Engineering and Parks, DNR, and UW Limnology staff, and used county funds to purchase and install floating booms around the swim areas of Bernie\2019s and BB Clarke Beach to act as deflectors for floating weeds and algae scum. The first year was a success and the project was expanded to Brittingham Beach in 2011.

In 2011, the County Board allocated additional funding for beach deflector pilot projects, and those funds are being used in 2012 to support purchase and installation of an additional floating boom system at Warner Beach in the City of Madison, in order to keep algae scum and nuisance floating weeds away from the swim area. Dane County will apply the $3000 grant (SPL-226-10) to the costs of purchasing this floating boom system for Warner Beach.

Part of the county funding in 2012 will support development of a detailed written report of the various deflector projects on different beaches and under different current situations, and associated City of Madison water quality testing. The written report will include a discussion of project results and their applicability to other areas, and recommendations about the need for funding and program continuation. This report, including beach and boom photos, will be provided to DNR and all project partners, and posted on Dane County and partner websites.

Clean Lakes Alliance: Near Shore Water Quality Monitoring: Clean Lakes Alliance will run a program to increase near-shore water quality monitoring in the Madison Lakes in 2015 to help with beach closure timeliness, and improve ability of the public to make decisions about swimming. They will recruit, train and equip lifeguards or volunteers monitor a minimum of 6 and up to a maximum of 16 public beaches, with a focus on once per week E. coli sampling. In addition, up to 44 citizen volunteers will do weekly end-of-pier assessments of turbidity, temperature and blue green algae presence. Samples will be collected and delivered to the city-county health lab. Data will be analyzed and shared with researchers at UW Madison who are interested in modeling algae blooms within near-shore areas, and made available to the public on a mobile-ready website. Also, a community presentation will be given at the end of the season to discuss findings and recommendations, and a final report, including raw data, will be submitted to the department.

Clean Lakes Alliance: Yahara Lakes And Beaches Mobile-Ready Website Development: Clean Lakes Alliance will develop a website for mobile-phone use particularly by users of the Madison Lakes to get up-to-date information about lake water quality in the nearshore area, which has been collected and reported by an existing volunteer and municipal lifeguard network. This will allow the public to be better informed of risks and opportunities for lake recreation. They will deliver a user-friendly website that displays real-time information about public beaches and near-shore waters, and a final report with recommendations for improving monitoring, partner collaboration, data entry, user-interface, and information sharing. They will also hold meetings with various local entities to evaluate the program and strengthen partnerships. Data summaries will be shared with participants, researchers and other interested people. At least one community presentation will be given at the end of the season.

Dane County: Algae Boom Study- Dane Co: Dane County is investigating the utility of beach booms to improve water quality for swimmers at area beaches. The booms are intended to divert floating planktonic algae scums from the beach areas being tested. Since they received the initial grant ((SPL-226-10, \201CAlgae Boom Study \2013 Dane County\201D), the scope of this project has expanded, advancing the knowledge even further than originally intended, and they are working with many more partners. In 2010, Dane County partnered with City of Madison Engineering and Parks, DNR, and UW Limnology staff, and used county funds to purchase and install floating booms around the swim areas of Bernie\2019s and BB Clarke Beach to act as deflectors for floating weeds and algae scum. The first year was a success and the project was expanded to Brittingham Beach in 2011.

In 2011, the County Board allocated additional funding for beach deflector pilot projects, and those funds are being used in 2012 to support purchase and installation of an additional floating boom system at Warner Beach in the City of Madison, in order to keep algae scum and nuisance floating weeds away from the swim area. Dane County will apply the $3000 grant (SPL-226-10) to the costs of purchasing this floating boom system for Warner Beach.

Part of the county funding in 2012 will support development of a detailed written report of the various deflector projects on different beaches and under different current situations, and associated City of Madison water quality testing. The written report will include a discussion of project results and their applicability to other areas, and recommendations about the need for funding and program continuation. This report, including beach and boom photos, will be provided to DNR and all project partners, and posted on Dane County and partner websites.

Clean Lakes Alliance: Near Shore Water Quality Monitoring: Clean Lakes Alliance will run a program to increase near-shore water quality monitoring in the Madison Lakes in 2015 to help with beach closure timeliness, and improve ability of the public to make decisions about swimming. They will recruit, train and equip lifeguards or volunteers monitor a minimum of 6 and up to a maximum of 16 public beaches, with a focus on once per week E. coli sampling. In addition, up to 44 citizen volunteers will do weekly end-of-pier assessments of turbidity, temperature and blue green algae presence. Samples will be collected and delivered to the city-county health lab. Data will be analyzed and shared with researchers at UW Madison who are interested in modeling algae blooms within near-shore areas, and made available to the public on a mobile-ready website. Also, a community presentation will be given at the end of the season to discuss findings and recommendations, and a final report, including raw data, will be submitted to the department.

Clean Lakes Alliance: Yahara Lakes And Beaches Mobile-Ready Website Development: Clean Lakes Alliance will develop a website for mobile-phone use particularly by users of the Madison Lakes to get up-to-date information about lake water quality in the nearshore area, which has been collected and reported by an existing volunteer and municipal lifeguard network. This will allow the public to be better informed of risks and opportunities for lake recreation. They will deliver a user-friendly website that displays real-time information about public beaches and near-shore waters, and a final report with recommendations for improving monitoring, partner collaboration, data entry, user-interface, and information sharing. They will also hold meetings with various local entities to evaluate the program and strengthen partnerships. Data summaries will be shared with participants, researchers and other interested people. At least one community presentation will be given at the end of the season.

Dane County: Evaluation Of Floating Bog Initiative As Fish Habitat: Dane County Land & Water Conservation Department will monitor small, non-game fish that may be utilizing the Floating Bog Interceptor structures in Cherokee Marsh, Dane County. Cherokee Marsh, a key estuary of Lake Mendota, has been the subject of much chemistry monitoring. Carp tend to dominate the limnetic zone, but no studies have examined whether remnant populations of small fish may still be living in the lake. If they are, they are likely near the FBI\2019s. This monitoring effort will investigate this. The nearshore fish are important indicators of lake health and water quality, and this evaluation will assist lake managers in ongoing efforts to improve the Yahara Chain of Lakes. Information will be shared with the department, Friends of Cherokee Marsh, and the University, as well as posted on the Dane County website.

Token Creek Watershed Association: Token Creek Watershed Strategic Plan: The Token Creek Watershed Association will integrate public education and professionally lead workshops to:1) raise public awareness of stream protection benefits, 2) increase grass-roots membership in the organization, 3) train members of TCWA, and 4) aid in the ongoing process of strategic planning. Increasing public awareness of the watershed and TCWA will increase public support for TCWA activities as well as increasing memberships in the organization.

Village Of De Forest: Yahara River Streambank Planning: The Village of DeForest will address the problem of erosion of Yahara River Streambank by hiring a consultant to assist with restoring the river's streambanks, creating a buffer zone throughout the river corridor, creating an ordinance to protect the buffer zone and river quality, and developing informational brochures to be distributed to the public regarding the Yahara River.

Dane County: Water Resources Practicum-Yahara River Basin: The Dane County Office of Lakes and Watersheds will sponsor a project involving the UW Water Resource Management graduate class. This class will assist in the assessment and modeling of sediment and phosphorus in the Yahara River and its tributaries. Additionally, this class will also identify and design the most promising strategies for reducing these pollutants. Project deliverables will include a final report and public presentation of the findings.

Friends Of Cherokee Marsh: Friends Of Cherokee Marsh Group Building & Planning: The Friends of Cherokee Marsh, Inc.,will sponsor a project involving Cherokee Marsh, Dane County. The goal of this project is to strengthen and expand membership of this group in order to more effectively protect, preserve, and restore the beauty, value and health of the Cherokee Marsh and Upper Yahara river watershed. Project deliverables include: 1) obtain federal 501(c)(3) status; 2) design and print brochures; 3) educate the public with the issuance of informational pieces in the neighborhood newspaper; and 4) work with Natural Heritage Land Trust and hold a strategic planning session.

Gathering Waters, Inc.: Yahara Watershed Visioning Website Development: Gathering Waters, Inc. will sponsor a project to create a website involving the Yahara Watershed, Dane County. As part of this visioning process, an internet site will be developed to educate and inform the public of water issues specific to the Yahara River watershed. Deliverables include: 1) creation of a basin-wide website, Facebook Page, and YouTube materials; 2) at least one MP3 download and 1 powerpoint; 3) gather/poll/survey information and views from the public on water issues (to include bilingual polling/survey capabilities); and 4) partner with other Friends groups and entities to facilitate more comprehensive planning.

Friends Of Yahara River Headwaters, Inc: Volunteer Monitoring: The Friends of the Yahara River Headwaters, Inc. will sponsor a project to create a volunteer water quality monitoring program focused on the Yahara River and its tributaries where they flow through the Village of DeForest. Project deliverables include: 1.) establish a program to obtain Level 1 & 2 quality water quality data using basic and advanced monitoring equipment, 2) increase sampling intensity and frequency over current levels of WDNR & CARPC monitoring, 3) increase the membership of FYRH through public presentations and workshops of water quality monitoring and recruitment of volunteer water quality monitors, 4) provide the names of ten new members in FYRH and the names of four new monitoring volunteers, 5) foster future watershed stewards by providing a local high school class the opportunity to incorporate water quality monitoring into its curriculum. , 6) provide one monitoring training session agenda with date and location and attendance list, 7) provide two public meeting attendance lists with date and location, 8) provide an electronic copy or weblink to monthly sampling data for nine Level 1 and 2 parameters, 9) provide an electronic copy, weblink or photos of Watershed and river channel maps, 10) provide an electronic copy of data provided to Deforest Public Works and DNR - Mike Sorge

Yahara River and Lake Mendota WatershedWatershed History Note

Morrisonville (nicknamed Frogtown, USA) is an unincorporated community in Dane County and is located within the Yahara River-Lake Mendota watershed. Morrisonville is named after James Morrison, a Scottish immigrant who settled in the area in 1843. He purchased approximately 290 acres of land from the United States government. He and his family originally lived in a temporary shelter above the headwaters of the Yahara River before moving into a permanent log structure. In the 1860s, construction began on the Milwaukee Road railroad. Morrison sold 43 acres of land to a prospective railroad company in 1862 on the contingency that a station would be built in the area where Morrison and his family lived. It is not known exactly when construction began on the Morrisonville depot, but the structure was designed by J.U. Nettenstrom. The Madison and Portage Railroad Company formed on August 9, 1870 in order to build a portion of the railroad running from Madison to Portage. In 1871, the railroad was activated. The railway was leased and later sold in 1878 to the Chicago, Milwaukee, St. Paul and Pacific Railroad. In the early years of Morrisonville, and into the 20th century, the railroad brought much business and commerce to the community. Many residences and businesses, including a hotel and stable, were established. A large number of goods, including tobacco, passed through the town, making it a local center for commerce. By the mid-20th century, travel and commerce on the railways had declined greatly, and passenger service for the Madison to Portage railroad ended in 1952. The railroad, now part of the Soo Line, still runs through the community almost daily.
