Property Master Plans

A master plan for a Department of Natural Resource (DNR) property establishes the level and type of public uses permitted there. The plan details the authorized resource management and the facility development. It also acts as a blueprint for the property, providing for consistent, long term management, regardless of personnel changes.

How are plans developed?

Chapter NR 44 [exit DNR] of the Wisconsin Administrative Code establishes the process for master planning. All plans start out with data gathering and analysis and a plan to enable property users and other interested people to get involved. Opportunities for public involvement are provided throughout the planning process.

An integrated team approach involves all appropriate DNR programs. The collective knowledge and information provided by these DNR resource professionals, information about the property and the region, and input from property users and others interested in the property are all essential for developing a quality plan. The last step in developing the plan is review and approval by the Natural Resources Board.

Does every property have a plan?

Many, but not all properties have master plans. The DNR is developing or updating many property plans at once. Priorities for planning are based on need (the extent of resource management or public use issues) and available resources.
