Industrial Storm Water Management
At industrial facilities, storm water
may come into contact with a wide variety of pollutants including heavy metals, oil/grease, sediment, PCBs, de-icing salts, and more.
Chapter NR 216 of the Wis. Administrative Code [exit DNR]
contains a list of industrial facilities that must obtain storm water discharge permit coverage. The determination of whether or not an industrial facility must obtain storm water discharge permit coverage is based both on the facility's
Standard Industrial Classification (SIC) code [exit DNR]
and whether or not the facility has the potential to contaminate storm water.
Permitted facilities must develop a site-specific Storm Water Pollution Prevention Plan (SWPPP). Guidance for this is in the documents titled
Industrial Storm Water Pollution Prevention Planning.
The goal of this plan is to encourage source-area control through identification of a storm water pollution prevention team, site-specific best management practices, and implementation schedules to help decrease the amount of contaminated storm water runoff from a facility.
General Storm Water Discharge Permits
The Department confers coverage for general industrial storm water discharges based on a three-tiered system. This system groups facilities by industry and how likely they are to contaminate storm water. These general permits differ in chemical monitoring requirements, inspection frequency, plan development requirements and the annual permit fee. See

- Tier 1 (Permit Number: WI-S067849)
The Tier 1 general permit covers the industries listed in s.
NR 216.21(2)(a) [exit DNR],
including "heavy" industries such as paper manufacturing, chemical manufacturing, petroleum refining, ship building/repair, and bulk storage of coal, minerals and ores.
- Tier 2 (Permit Number: WI-S067857)
The Tier 2 general permit covers industries listed in s.
NR
216.21(2)(b) [exit DNR],
Wis. Admin. Code, including a variety of "light" industries such as furniture manufacturing, printing, warehousing and textiles.
- No Exposure
Facilities with no discharge of contaminated storm water. This includes facilities formerly automatically designated as Tier 3 per s.
NR 216.21(2)(b) [exit DNR],
Wis. Admin. Code, and former Tier 1 or Tier 2 facilities that have no outdoor storage of materials or waste products.

Industry-Specific Storm Water Permits
Industry-specific storm water discharge general permits customize the permit requirements contained in
ch. NR 216 [exit DNR]
to include characteristics common to an industry. These industry-specific
general permits have the same basic elements as the statewide Tier 1 general permit. Industry-specific storm water discharge general permits are issued for:
- Auto Dismantling (WI-S059145)
This industry-specific storm water discharge general permit covers those facilities with Standard Industrial Code (SIC) 5015 - Motor Vehicle Parts, Used. Requirements for this permit are similar to those of the Tier 1 General Industrial Permit described above. However, Auto Dismantling facilities have the option to participate in a privately-managed Cooperative Compliance Program (CCP) to help oversee permit compliance. See

- Scrap Recycling (WI-S058831)
This industry-specific storm water discharge general permit covers those facilities with Standard Industrial Code (SIC) 5093 - Scrap and Waste Materials. The requirements for this permit are similar to those of the Tier 1 General Industrial Permit. Similar to the Auto Dismantling Permit, this permit provides the option to participate in a privately-managed Cooperative Compliance Program (CCP) to help oversee permit compliance. See

- Nonmetallic Mining (WI-0046515)
This industry-specific storm water discharge general permit covers open-pit mines and quarries that extract nonmetallic minerals. Example activities at these facilities include blasting, crushing, sorting, loading/unloading, washing and handling of material, construction of access roads and rail-lines and material storage areas.
