Runoff Management Administrative RulesOverview
The Runoff Management program creates and revises administrative rules to carry out its mission of controlling pollution from agricultural farms and fields, construction sites and developed urban areas. Both current and proposed administrative rules that the Runoff Management program administers can be found under the Rules tabs. Administrative rules are required and authorized by Wisconsin Statutes. The primary statutes that affect the program are chapters 281 and 283. Many water pollution control requirements in state statutes and administrative rules reflect mandates contained in the federal Clean Water Act on the EPA website.

NR151Runoff Management: This rule defines agricultural performance standards and prohibitions, non-agricultural performance standards, transportation facility performance standards and a process for the development and dissemination of non-agricultural technical standards.
NR152Model Ordinances for Construction Site Erosion Control and Storm Water Management: Includes examples of ordinances for construction site erosion control and storm water management.
NR153Targeted Management Grant Program: Policies and procedures for administration of urban portions of priority watershed and lake projects and a newer grant program.
NR154Best Management Practices, Technical Standards, and Cost-Share Conditions: Lists of acceptable best management practices, technical standards, and cost-share conditions for projects outlined in NR 120, NR 153, and NR 155.
NR155Urban Nonpoint Source Water Pollution Abatement and Storm Water Management Grant Program: Procedures and criteria for a grant program to control polluted urban runoff. Note: Proposed NR 153 and NR 155 are combined under one order. Page numbering from NR 153 continues in NR 155.
NR216Storm Water Discharge Permits: Requires certain municipalities, industries, and construction sites to follow the non-agricultural performance standards as part of their storm water permits.
NR243Animal Feeding Operations: Adds the NR 151 performance standards and prohibitions to the Manure Management Program.
ATCP50Soil and Water Resource Management Program: A companion administrative rule, developed by the Department of Agriculture, Trade and Consumer Protection (DATCP).
