Electronic Reporting of Discharge Monitoring Report Data (eDMR)

The Department is encouraging submittal of Discharge Monitoring Reports electronically. The eDMR process provides benefits to both the Department and permitted facilities. The main benefit is timely submittal of accurate data because transcription errors are eliminated. Upon receipt of a signed Certification Statement monthly, the eDMR file is loaded. Let’s Get You Signed Up for eDMR

  • A WAMS (Web Access Management System) account is required to access the eDMRs for a facility. A WAMS account is requested by and assigned to a person, not a municipality or business. This account can be used to perform private or work-related business electronically with the State of Wisconsin.
  • Once a WAMS account is activated, a Trading Partner Agreement (TPA) (18KB PDF, 2 p.) is completed. This agreement is an agreement between the Department of Natural Resources and a permitted facility to transfer data electronically. Access to the eDMRs for a facility is requested via this agreement. There are three levels of access:
    1. Authorized to Enter Data: The person(s) with this level of access can enter data into the eDMR file. They can also validate the file. The validation process calculates and displays summary data such as monthly average, daily maximum, and geometric mean. This person can not submit the file. This person needs a WAMS account.
    2. Authorized to Submit and Certify Data: The person(s) with this level of access can review the eDMR file. When satisfied that the data is accurate, this person can submit the file. This person can not enter data or validate a file. This person needs a WAMS account.
    3. Authorized to Receive Confirmation of Receipt: The person(s) who will receive a monthly e-mail confirming successful submission and loading of the eDMR. This person does not need a WAMS account.
  • Upon receipt of a completed, signed TPA, the Department creates eDMRs for the facility and notifies any person with data entry access that the eDMR files are available on the webpage.

Frequently Asked Questions / Hints for Completing a Trading Partner Agreement

  • The same person may be listed in both the "data entry" and "submit and certify" roles.
  • More than one person may be listed in any of the roles.
  • The person listed in the "receive confirmation of receipt" role can not be listed in any other role.
  • The TPA must be signed on the second page in the lower right hand portion of the form.
  • The TPA will be signed by someone representing the DNR and a copy returned to you.

Frequently Asked Questions / Hints for Applying for a WAMS Account

  • The web site address is https://on.wisconsin.gov.
  • Each person requesting a WAMS account must have a unique e-mail address.
  • Only complete the required fields, which are marked with a red asterisk.
  • Be sure and respond to the automated e-mail you will receive from WAMS@wisconsin.gov within four days. You will have to start the process again if more than four days pass.
