Phase 1: Generate a prioritized list of standards for review

  • Compile potential topics.

    Topics are solicited from DNR supervisors (WT PMTs, FH & DG Boards, SS Bureau), EPA, DHFS, and the public. Submittals must include justification for considering the topic. NOTE: For the 2008 cycle, this step was conducted internally only because of the large number of current projects already under consideration.

  • Internal ranking.

      • The first step in the internal ranking system is to begin categorizing topics into priority groups (See diagram below). Internally, supervisors identify those topics that are already in progress or that the Department has already committed to undertaking. These fall into Group A and B, which are automatically given high priority status for the upcoming TSR cycle.
      • The remainder of the topics go through an internal prioritization process, using set Prioritization Criteria and an Internal Ranking Worksheet. A Topic List and Topic Descriptions are provided to the respondants for reference. After the internal prioritization process, the topics are tentatively categorized into Groups C, D, & E.

  • Public ranking.

    The draft prioritized list that was prepared internally are released for a 45-day public ranking and feedback period. Interested parties and the general public is notified when the public ranking period begins. The materials (Public Ranking Form, Topic List, and Topic Descriptions) to use in identifying their top three priority topics are made available online.

  • Finalize prioritized list.

    At the close of the public ranking and feedback period, DNR's Triennial Standards Review workgroup convenes to review the results of the internal ranking, public ranking, and other pertinent factors. The ranking results are used as a tool for decision making, not as a final determination. All factors are weighed together in designating the final prioritized list. Topics in Groups A, B, and C will be addressed in the upcoming TSR cycle as resources allow.
