Source Water Assessment Program
What was the Role of Public Participation in the Source Water Assessment Program's Development
The WDNR developed the SWAP plan with input from the Safe Drinking Water Act Ad Hoc Advisory Council which consists of representatives from the following groups:
- WI Section, American Water Works Association/Cudahy Water Utility
- WI League of Women Voters
- WI Rural Water Assoc.
- WI Manufacturers and Commerce
- WI Conference of Churches
- Municipal Environmental Group
- WI Restaurant Association
- WI Manufactured Housing Assoc.
- WI Citizens for a Better Environment
- WI Innkeepers Association/New Concord Inn
- WI Dept. of Health & Family Services
- WI School District Administrators
- WI Sierra Club
- WI Dept. of Health & Family Services
- WI Water Well Association
- WI Association of Campground Owners
This Council has provided significant input on every aspect of the draft Source Water Assessment Program plan. See appendices C, E, G, and H of Wisconsin's Source Water Assessment Program Plan for more information on the SWAP-related activities of the SDWA Ad Hoc Advisory Council.
Significant input was also received from the following groups:
- Door Co. Soil & Water Conservation District
- Independent Farmers
- Oneida Nation
- Eau Claire City/County Health Department
- Waukesha Co. Division of Environmental Health
In two cases, issues came up that required the expertise of technical experts outside the WDNR and the Safe Drinking Water Act Ad Hoc Advisory Council. In these cases, technical advisory committees were convened to address the technical aspects of the issues. See appendices I and J of Wisconsin's Source Water Assessment Program Plan for output from these technical advisory committees.
A series of public hearings was held around the state in January, 1999 before the SWAP plan was finalized for submittal to EPA for approval. See appendices V and W of Wisconsin's Source Water Assessment Program Plan for comments and responses to comments made at these hearings.
