Instructions for Creating and Customizing
a Consumer Confidence Report
Consumer Confidence Reports (CCR) are required by the Federal government, for Community Water
Systems, to provide information concerning water quality for the previous monitoring year. The report identifies
contaminant and monitoring violations, and potential health effects created by those violations, based on results reported
to the Wisconsin Department of Natural Resources.
Steps to Create a Consumer Confidence Report
A Consumer Confidence Report and Certification form must be completed for a year and
should be available to water consumers by
July 1 of the following year.
Example: The year shown on the CCR is for the monitoring year. Therefore, a 2008 CCR is due by July 1, 2009, and
covers the monitoring year 2008.

What is required?
- All Community Water Systems must complete and distribute a Consumer Confidence Report by July 1 of the following year.
- Sign a Consumer Confidence Certification form
- Distribute the information to water consumers
- Provide a copy of your completed Consumer Confidence Report and Certificate to your Department
of Natural Resources representative.
What else is recommended?
- Water Supply system owners and operators are strongly encouraged
to thoroughly
review all information generated by this program.
- If you find errors or believe information to be incomplete,
contact your Department of Natural Resources Regional representative prior to
including these tables in your Consumer Confidence Report.
- For any MCLs, consider attaching a copy of the Public Notice to the CCR
or using the same explanation used in the Public Notice.

To access a water system's Consumer Confidence Report
- Go to the internet address: http://www.dnr.state.wi.us/org/water/dwg
- Left-click once on "Water Quality Databases"
- Left-click once on "Public Systems"Enter the name of the Public Water System or Public Water System Id. If you don’t know the exact name (for example, "Rib Mountain Sanitary District"), just type in the first portion of the name ("rib mountain").
- Left-click once on the FIND button.
- A table appears with all of the public water systems that met your search criteria. If a system is an active community system, the letters "CCR" will appear in the right-most column. Left-click once on "CCR"
- This will bring up the standard Consumer Confidence report for the selected system.
The information displayed on this screen is created from data submitted to the Wisconsin Department of Natural Resources and maintained in their data system. It also includes general health and educational information that should be a part of every CCR. However, the DNR does not maintain
all of the system information that is required to be on every CCR, so each water system can customize their report to include the additional required information. The CCR can then be saved to a Microsoft Word or Excel, where you may do any final editing, save and print out a final copy of
your report. If you don’t wish to customize your report, refer to the "Saving/editing/printing your CCR" section below.

Customizing your Consumer Confidence Report
Left-click once on the "Customize your report" button at the top of the Consumer Confidence Report page.
Enter in any of the following information that applies to your system:
- Reporting year: If you are interested in CCR information from previous years, left-click on the down arrow next to the current reporting year. Select one of the available years from the drop-down list by highlighting it with the mouse, then left-clicking on it.
- Include the time and place of any regularly scheduled public meetings: If you are completing a CCR to distribute to customers, this information is required to be on the report. Left-click on the large empty box and type in the appropriate information.
- Name of the person to contact with questions about the content of the CCR: The CCR will automatically display the name of the water sampler for your water system. If you want to list someone else who will be responsible for answering questions from the public regarding the CCR information, left-click once on the box and type in their name.
- Phone number of the person to contact with questions about the content of the CCR: The CCR will automatically display the phone number of the water sampler for your water system. If you want to list a different phone number for the public to call for additional CCR information, left-click once on the box and type in the phone number. The phone number will show exactly as you type it, so you should enter the phone number in an easy-to-read format, such as (608) 555-1234.
- If your system had any MCL violations during the year, describe the actions taken to correct them: This information is required if your system had any MCL (maximum contaminant level) violations during the year. Left-click once on the large empty box and type in the appropriate information.
Attach a copy of the Public Notice to the CCR or use the same explanation used in the Public Notice.
- Did your system test for cryptosporidium during this year?Left-click once on the down arrow next to the empty box. Use the mouse to highlight and left-click on either Yes or No.
- If so, was any cryptosporidium detected?If you answered No to the previous question, you can leave this one blank. Otherwise, left-click once on the down arrow next to the empty box. Use the mouse to highlight and left-click on either Yes or No.
- If cryptosporidium was detected, please enter a summary of the results:Left-click once on the large empty box next to this heading and type in the appropriate information. Enter a summary of the results of the monitoring and an explanation of the significance of the results.
- Did your system test for radon during this year?Left-click once on the down arrow next to the empty box. Use the mouse to highlight and left-click on either Yes or No.
- If so, was any radon detected?If you answered No to the previous question, you can leave this one blank. Otherwise, left-click on the down arrow next to the empty box. Use the mouse to highlight and left-click on either Yes or No.
- If radon was detected, enter the radon results:Left-click on the large empty box next to this heading and type in the appropriate information. Enter the results of the monitoring and an explanation of the significance of the results.
- Did your system detect lead above the action level of 15 ppb in 5-10% of homes sampled? This only applies to systems that take more than 10 lead samples per year. If your system samples fewer than 10 sites and has even one sample
above the action level, include the standard language for an action level exceedence. Left-click on the down arrow next to the empty box. Use the mouse to highlight and left-click on either Yes or No. Clicking on Yes will cause some additional health information about lead to be included on the report.
- Enter any additional text that you would like to include on the CCR: Left-click on the large empty box next to this heading and type in the appropriate information. This may include information regarding upcoming changes, new treatment, recent construction, a review of your billing process, or any information that you would like to share with your customers.
After you have entered in any of the appropriate information in these boxes, left-click once on the "Continue" button at the bottom of the screen. This will take all of the information that you entered and will incorporate it into the CCR page, creating a customized report for your system.

Saving/editing/printing your Consumer Confidence Report
Regardless of whether or not you choose to customize your CCR, you can save it to a word processing package where you can do any final editing and/or you can print out the complete report. Depending on what type of web browser you’re using, and what type of word processing software you have, you may have to experiment to determine which method works best for you.
- File Save As - If your browser has a File, Save As option, you can try the various formats to see if there is an option which will allow you to save to a word processing package. To try this, left-click on the word "File" on the menubar in the upper left-hand corner, then left-click on Save As option. Left-click on the down arrow next to the "Save as type" box to see what options are available. If a word processing package is one of the options, you can use the features of that package to make any changes to the CCR, such as adding page breaks or additional text, and printing out a final version of the report.
- Download to Microsoft Word If you have Microsoft Word, you can save the CCR as a Word document. First left-click on the Download button at the bottom of the CCR page, then left-click on the Download to Word button. (You may get a warning message that the web page authoring features are not available just left-click on OK button). Word will open inside your browser and display the CCR text and tables. At that point, you can left-click on "File" then "Save As" and enter a document name and change the document type to Word and save the document to your own computer. You can then use Word features to make any changes to the CCR, such as adding page breaks or additional text, and printing out a final version of the report.
- Download to Microsoft Excel - If you have Microsoft Excel, you can save the CCR as an Excel document. First left-click on the Download button at the bottom of the CCR page, then left-click on the "Download to Excel" button. When you press this button, the data will be put into a tab-delimited file and Excel will open inside your browser to show you the tables. You can left-click on "File" then "Save As" to name and save the data in a standard Excel worksheet. You may need to reformat the tables.
- Copy/Paste - You can copy and paste the entire page all at once, or by highlighting various sections. To highlight some or all of the CCR, left-click once at the beginning of the text you want to copy. Then, holding the left mouse button down, drag the mouse cursor down the screen until you have highlighted the section you want. Lift up on the left mouse button. With the section still highlighted, left-click on the word "Edit" on the menu at the top of the browser and then left-click on the word "Copy." Open your word processor to a new document. Left-click on the word "Edit" at the top menubar and then left-click on the word "Paste" to copy the highlighted CCR text into your new document. Once it’s in your word processing package, you can use its features to make any additional changes to the CCR, such as adding page breaks or additional text, and printing out a final
version of the report.
- Printing the Page - Print the CCR page from your browser and either include it "as is" in your report, or retype it. To print the page, either left-click on the printer icon on the toolbar, or else left-click on the word File on the menu at the top of the browser and then left-click on the word Print.

Certifying your Consumer Confidence Report
You are required to sign a certification statement and return it with a copy of your Consumer Confidence report to your regional Department of Natural Resources Drinking Water Representative by July 1st of each year.
At the bottom of the Consumer Confidence Report, there is a line that says "Print Certification Form." Left-click once on this line and your web browser will open a .pdf file that contains the certification form, as well as a map that shows the mailing addresses for the different DNR regional offices. Click on the "Print" icon at the top of the page to print the certification form and/or the map with the mailing addresses.
Complete the certification form, sign it, and return it to your regional DNR Drinking Water Representative shown on the map, along with a copy of your completed Consumer Confidence Report by July 1 of each year.
