Overview of Your Responsibilities As a certified small water system operator you will have the overall responsibility to provide drinking water that meets state and federal drinking water standards. Providing and documenting safe drinking water can be broken down into the following responsibilities: Drinking Water Standards Compliance - You need to ensure your drinking water meets state and federal standards. This is accomplished through sampling and testing drinking water. Specific contaminants, sampling techniques, testing schedules and reporting obligations are established according to specific drinking water systems in the rules. These requirements are summarized for your system by WDNR and communicated to you annually. Water System Construction Compliance - You need to ensure your drinking water system is constructed to code. This is accomplished through construction plan approvals that need to be filed with WDNR any time you construct or make certain modifications to your system. Water System Maintenance - You need to maintain your water system in good condition to provide a safe and reliable water supply. This is primarily accomplished by preparing and implementing a system capacity development program. System capacity needs to be demonstrated for any new water system installed after September 1, 1999. It addresses the technical, managerial, and financial resources you have to ensure a sound water supply system and is required for new and existing systems. This training course provides background information to help you understand and implement your responsibilities as a certified operator. Information is organized into the following Sections (Chapters):
