CODE REQUIREMENTS

Wisconsin has specific code requirements for the placement, construction, and operation of public wells. These requirements are found in Chapters NR 811 and NR 812 of the W.A.C. and are enforced by the WDNR. Different wells have specific requirements based on their type, size, and use. A list of the general well construction requirements are provided below:

General Requirements

  • WDNR approval is required for the construction, reconstruction, or operation of a public water system well.
  • The location of a proposed well must comply with the minimum separation distances to all contamination sources (See "Well Placement" or NR 812.08 W.A.C.).
  • Wells must be planned and constructed so that they produce an adequate supply of safe water and are adapted to the geographic and geologic conditions of the site.
  • Wells must meet WDNR plumbness and alignment requirements.
  • The top of the well casing must be at least two feet above the regional flood level and at least twelve inches above the ground surface.
  • WDNR approval must be obtained for any below ground style discharge.
  • Well casing must meet WDNR thickness and material requirements.
  • New wells shall be sealed with an approved weather and vermin-proof well cap or seal.
  • Wells shall be provided with a screened downward facing well vent.
  • Grout must be at least 1½ inch thick around the entire casing and any casing couplings.
  • A written well construction report must be submitted to the WDNR within 30 days of completion of the well.
  • A licensed well driller must construct the well.
