Springs and Artesian Wells If the confined aquifer gets it's water from a source at a higher elevation, water can be under pressure, and wells drilled into the confined aquifer can be flowing or artesian wells. When an impermeable layer forces the water table to intersect with the surface, it creates a spring. Springs can also be created when water-bearing crevasses in fractured rock intersect the surface.
