CAPACITY DEVELOPMENT
A water system capacity development program is required for systems installed after September 1, 1999. A development program ensures drinking water systems have the technical, managerial, and financial resources to properly protect and operate their water supply system (Chapter NR 809 Subchapter VIII).
New OTM and NTNC systems need to demonstrate adequate capacity in the plan
review process.
