CAPACITY DEVELOPMENT

A water system capacity development program is required for systems installed after September 1, 1999. A development program ensures drinking water systems have the technical, managerial, and financial resources to properly protect and operate their water supply system (Chapter NR 809 Subchapter VIII).

• Technical Capacity is the physical and operational ability of a water system which includes:
  • the physical infrastructure (wells, treatment, storage and distribution facilities); and
  • the abilities of the system personnel to operate the system.
• Managerial Capacity is the institutional and administrative capabilities of the system's management in operating a water system (organization, accountability, and staffing of the system).
• Financial Capacity is the:
  • financial resources of the water system; and
  • ability to provide the financial outlays for monitoring, repairs and upgrades.

New OTM and NTNC systems need to demonstrate adequate capacity in the plan review process.
