CAPACITY DEVELOPMENT

A water system capacity development program is required for systems installed after September 1, 1999. A development program ensures drinking water systems have the technical, managerial, and financial resources to properly protect and operate their water supply system (Chapter NR 809 Subchapter VIII, Wisconsin Administrative Code (W.A.C)).

 

  • Technical Capacity is the physical and operational ability of a water system, which includes:
    • The physical infrastructure (wells, treatment, storage and distribution facilities)
    • The abilities of the system personnel to operate the system
  • Managerial Capacity is the institutional and administrative capabilities of the system's management in operating a water system (organization, accountability, and staffing of the system).
  • Financial Capacity includes:
    • The financial resources of the water system
    • The ability to provide the financial outlays for monitoring, repairs and upgrades

New OTM and NTNC systems need to demonstrate adequate capacity in the plan review process.
