NR 149 Implementation Guidance now available.

In keeping with the changes to NR 149, the LaCert Program is in the process of developing "Implementation Guidance" for working through key aspects of the program. This is a dynamic document designed to replace the former "Lab Certification Information and Program Guidance Document (PUBL-TS007-98)" document.

NR 149 outreach session handouts available.

Couldn't make it to one of our outreach sessions to hear about the changes to NR149? Well you can download a copy of the presentation materials here. While these handouts can't include the additional insights gained through discussion or Q&A sessions, they still should help prepare you for the changes which take effect September 1.

NR149 Information Sessions Update

Information sessions designed to assist laboratories in understanding and complying with new NR149 requirements have been scheduled. Some of these sessions, depending onm the venue, offer us only time to provide a brief overview. As they become available, a listing of all dates and locations can be found here. Revised NR 149 available online

Final revisions to NR 149 (effective 9-1-2008), in the offical 2-column format, are now available on-line through the Legislative Reference Bureau's website.

Status Update Forms will be coming to you shortly

May 23, 2008.

The revisions to NR149 require completion of a one-time, no-fee Status Update Form in order to facilitate the conversion of existing certifications and registrations to the new program structure. We will be using an XML-based form for, which will be delivered via e-mail. Status Update forms will be laboratory specific and will allow each lab to select from a list of specific certifications/registrations that are available to them based on their currently held certifications/registrations.

If for some reason, this electronic approach simply won't work for you, we can complete the exercise via paper (simply print out the form, check the analytes/technologies/matrices you wish to be accredited for and mail it back to us). For some labs we could even do it over the phone.We would however like to try it this way. As many of you realize, the future of these types of forms and applications lies in on-line functions. For a small WWTP lab, this exercise shouldn't require more than a couple of minutes of your time. Larger labs, however, may need to spend an hour or more to complete the form. Examples are provide below for you to try out before the final forms are sent out.

April 21, 2008 The Joint Lake Michigan - Southern District WWOA Regional Meeting slated for Thursday May 22, 2008 in Berlin, WI will include a session from 9:15 to 11:15 dedicated to the changes in NR149. The meeting is open to WWOA members and non-members alike. A detailed flyer and fee information is available.

March 31, 2008 The Special Spring 2008 edition of LabNotes has gone to press!

(Printed copies should be mailed sometime in mid/late April). This is a special edition dedicated to outlining changes associated with the revised NR149 rules, which takle effect September 1, 2008. Read about the following highlights here.

March 10, 2008. Application available to help labs come up to speed regarding NR149 changes

The effective date of revisons to NR149, the Laboratory Certification and Registration Program Administrative Rule is September 1, 2008. To assist laboratories in identifying major changes to NR149, we have developed a simple web-based application to highlight changes and allow users to focus on specific code language regarding changes that might affect their laboratory. Where additional information is necessary to clarify a requirement, comments have been added to do so.

March 4, 2008: NR149 Clears Legislature; letter sent to all labs

Revisons to NR149, the Laboratory Certification and Registration Program Administrative Rule have cleared the Wisconsin legislature. The effective date of the rule is September 1, 2008. The final rule is currently anticipated to be printed in the May 15 Wisconsin Administrative Register. A letter has been sent to all active program laboratories announcing finalization of the rule, indicating how to obtain a copy of the rule, and alerting them to planned outreach activities in support of the rule change.

October 24, 2007:
The Natural Resources Board has approved NR149 for adoption. The rule now moves on to final legislative review.

October 5, 2007:
The final rule for adoption is now available. We received numerous comments, and have carefully considered each one in making adjustments to the final rule. This rule package will be presented before the Natural Resources Board for adoption at its October 24, 2007 meeting in Madison ( agenda information).

If approved by the Natural Resources Board, the rule will then be passed to the legislature for review. Standing Committees have 30 days of "passive review" in which they can decide to hold hearings on the rule. If no hearings are conducted, the rule is promulgated at the end of the 30 day period. If hearings are held, a second 30-day window begins, after which the rule is either promulgated or sent back to the agency.
