Rules: State Statutes and Administrative Code

In addition to the provisions of the U.S. and Wisconsin Constitutions, the citizens of this state are governed by the wide-ranging laws contained in more than 6,000 pages of the Wisconsin Statutes. Even this body of law is not detailed enough. The Wisconsin Legislature has found that some areas are so technically complex that implementation of legislative policy must be left to certain state agencies with the power to issue administrative rules that have the effect of state law.

In a nutshell, statutes outline the letter of the law, and administrative code is the legal mechanism by which agencies carry out the statutory provisions.

NR 140 - Groundwater Quality
Section NR 140.16 contains monitoring and laboratory data requirements.
Table 1 lists health based groundwater quality standards, applicable to all groundwater
analysis in Wisconsin.
NR 141 - Groundwater monitoring well requirements
The purpose of this chapter is to establish minimum acceptable standards for the design, installation, construction, abandonment and documentation of groundwater monitoring wells.
NR 157 - Management of PCBs and products containing PCBs
Section 157.20 describes the required analytical procedures for PCB analysis for a variety of environmental programs.
NR 347 - Sediment sampling and analysis...for dredging projects
Section 347.06 contains sample preservation and method requirements for sediment samples.
Section 507.17 contains sampling, analysis and laboratory requirements for groundwater monitoring at solid waste facilities.
