Timeline for a Typical Project

Environmental Improvement Fund

Following is a listing of steps needed to get a Clean Water Fund Program (CWFP), a Safe Drinking Water Loan Program (SDWLP), or a Land Recycling Loan Program (LRLP) loan and how much time is typically needed for each step.

Note: A Clean Water Fund Hardship Assistance project is not typical. Please refer to the Hardship Assistance Deadlines page.

Intent To Apply (ITA) and Priority Evaluation and Ranking Form (PERF) Process -- 3 months

  1. may be concurrent with Engineering Documents step
  2. municipality submits the ITA and PERF by December 31
  3. DNR notifies municipality of ITA receipt
  4. DNR reviews PERF
  5. DNR notifies municipality of priority score from PERF

Engineering Documents -- 3 months minimum

  1. submit engineering documents to program bureau for approval
    • facility plan for CWFP must be approved prior to submitting a loan application
    • engineering report for SDWLP must be approved by the DNR Bureau of Drinking Water and Groundwater prior to the April 30 application deadline
    • remedial action options report for LRLP must be approved by the DNR Bureau for Remediation and Redevelopment prior to preparation of a Financial Assistance Agreement (FAA).
    • plans and specifications for SDWLP must be completed and submitted to the DNR Bureau of Drinking Water and Groundwater prior to the April 30 application deadline
    • plans & specifications must be approved prior to a loan closing

Application Process -- 1-3 months

  1. municipality submits a loan application with all required attachments
    • due anytime during the period in which an ITA is effective for CWFP
    • due by April 30 for SDWLP
    • due date varies for LRLP
  2. project manager reviews application for completeness
  3. funding list is published, when applicable
  4. project manager accepts application and notifies municipality
  5. Department of Administration (DOA) underwrites loan
  6. municipality submits other required documents such as bid documents, MBE/WBE utilization, user charge/sewer use ordinance adoption, intermunicipal agreements, etc.

Closing Process -- 2 months

  1. project manager schedules loan closing and prepares the FAA
  2. bond counsel prepares bond resolution and closing documents
  3. project manager routes FAA internally for approvals and sends to municipality and bond counsel
  4. municipality submits first payment (disbursement) request
  5. project manager/financial specialist reviews request and submits to DOA for payment
  6. municipality signs FAA and other closing documents and returns FAA to DNR
  7. loan closes
    • loan must close within 8 months of an application acceptance letter for CWFP
    • loan must close prior to April 30 of the year following an application for SDWLP
    • loan must close within 12 months of funding allocation for LRLP
    • municipality receives first disbursement
