Priority Evaluation and Ranking FormEnvironmental Improvement FundWHAT IS A PERF?Each municipality that plans to apply for financial assistance from the Environmental Improvement Fund (EIF) is required to complete and submit a Priority Evaluation and Ranking Form (PERF) for the appropriate EIF program. Municipalities with more than one project must submit a separate PERF for each project. The EIF uses information provided on the PERF to evaluate a project and assign a priority score. The EIF publishes a project priority list each State Fiscal Year for each program: projects are ranked for funding in priority score order. If a municipality submits an Intent to Apply for a project, the EIF will place the project on the priority list with a score of zero on the project priority list. If funds available in a program are not sufficient to provide financial assistance for all eligible projects, the EIF will allocate financial assistance based on the numerical rank of each project on that program's priority list. SUBMITTAL DEADLINE December 31 is the postmark deadline for PERFs for both the Clean Water Fund Program and the Safe Drinking Water Loan Program.
