LWCF Eligible Projects

In general, land acquisition, development, and renovation projects for public outdoor recreation purposes are eligible LWCF projects. LWCF does not include the “nature-based outdoor recreation” restriction that the Stewardship Local Assistance Programs do. However, because of the recent decrease in available federal funds, LWCF is not a stable funding source. Check with your DNR region Community Service Specialist, to determine whether it is worth your while to submit an application for a site that includes active recreation facilities (eg, sports fields, courts, etc). Decisions by the department as to whether a particular project activity or element is eligible are made on a case by case basis.

Acquisition of a permanent conservation easement that provides public outdoor recreation, (eg, for a permanent trail corridor). Because of the complexity of easements, the department has developed separate guidelines, including a model easement to explain the requirements for eligibility for funding. A trail corridor model easement is currently under development. Contact your DNR region Community Service Specialist to discuss your proposal and obtain information.

A Sample of Land purchases

  • For such uses as open natural space, undeveloped play areas, bicycling trails, walking and horseback riding trails, camping, and day-use picnic areas.
  • Along urban rivers or riverfronts for public outdoor recreation activities.
  • For multiple use community parks.
  • For active recreation such as sports fields, tennis courts, etc. However, see information about this type of project in first paragraph above.

Development and renovation projects for the purpose of public outdoor recreation - e.g., trails, camping areas, picnic areas, water recreation areas, and environmental educational facilities meeting certain requirements.

Development and renovation of support facilities for the above - e.g., access roads, parking areas, restroom facilities, utility and sanitation systems, permanent landscaping, park signs, fences and lighting for the protection of park users, etc.

Ineligible Projects

  • Lands dedicated through a local park land dedication ordinance.
  • Restoration or preservation of historic structures.
  • Buildings primarily devoted to operation and maintenance.
  • Indoor recreation facilities, with some exceptions.
  • Construction or repair of seawalls, dams and lagoons.
  • Construction of lodges, motels, luxury cabins or similar facilities.
  • Environmental remediation or clean-up of site contamination.
