Clean Water Fund Program
Hardship Financial Assistance

The Clean Water Fund Program (CWFP) designates a portion of its total subsidies available each biennium to provide additional financial assistance to municipalities meeting financial hardship criteria. To the extent subsidy is available, CWFP can provide hardship financial assistance in the form of a reduced interest rate loan, or award a grant of up to 70% of the municipality's project cost eligible for below-market interest rate.

Reference Guide

Below is the reference guide for the Environmental Improvement Fund (EIF) that serves as a tool for CWFP customers. The reference guide provides information, listed alphabetically by topic, on the steps and regulations to be followed throughout the loan process. The index below also has a section that relates specifically to hardship projects in addition to general guidance for all EIF applicants.

For more information, contact a CWFP project manager or contact hardship specialist Maureen Hubeler.
