WHAT IS A PERF?

Each municipality that plans to apply for financial assistance from the Environmental Improvement Fund (EIF) is required to complete and submit a Priority Evaluation and Ranking Form (PERF) for the appropriate EIF program. Municipalities with more than one project must submit a separate PERF for each project.

The EIF uses information provided on the PERF to evaluate a project and assign a priority score. The EIF creates a project priority list each State Fiscal Year for each program and ranks the projects in priority order. If a PERF is not submitted for a project, it will be assigned a score of zero on the project priority list.

If funds in a program are not sufficient to fund all eligible projects, funding from that program will be awarded based on the numerical rank of each project on the priority list, along with other factors.

WHEN SHOULD A PERF BE SUBMITTED?

The postmark deadline for PERFs for all EIF projects is December 31, just like the ITAs. However, unlike ITAs, PERFs do not need to be submitted each year, since the score is unlikely to change dramatically from year to year for the same project.
