  MBE/WBE/SBRA firms utilized in an Environmental Improvement Fund project that are not certified by an agency should be asked to complete a MBE or a WBE Self-Certification Form. Contracts with uncertified firms will not count towards the municipality's MBE/WBE/SBRA procurement goal.
