Phase One - Implementation Plan
approved by Secretary George E. Meyer and State Minister Dr. Werner Schnappauf for the Memorandum of Understanding of the Wisconsin - Bavaria Regulatory Reform Working Partnership
- Regulatory Reform - State, Federal, EU, and International
- To continue to develop, advocate, and implement State, Federal, European Union and international regulatory reform based on environmental management systems and other methods of self-responsible legal instruments thereby encouraging higher environmental performance, sustainable development and business competitiveness.
- Universities
- To establish a formal exchange of information and research knowledge in issues of the environment and business competencies by involving the legal and technical branches of the Bayreuth University, the Universities of Munich and the University of Wisconsin.
- Sustainable Communities
- To foster Bavarian-Wisconsin interactive communications between municipalities to create and support sustainable and livable communities as well as local community responsibility. Some examples of candidate communities include Augsburg, Nuernberg, Region Oberfranken, Green Bay and Racine. To plan and host a Wisconsin-Bavarian Sustainable Communities Conference in summer 2000.
- River Restoration
- To transfer Bavaria's outstanding river restoration policies and practices to Wisconsin's rural and urban rivers in cooperation with universities, governments, non-governmental organizations and community leaders.
- Paper Industry
- To bring together paper industry and other business leaders to enhance understanding of EMSs and their relation to sustainability, efficiency, trade, competitiveness and regulatory reform.
- Energy/Utilities
- To establish an utility-government information exchange and experimental partnership that produces information for business and public policy use, including but not limited to (1) benchmarking best environmental practices and (2) achieving an energy mix that is sustainable in Wisconsin and Bavaria with regard to the economics, environment and community well being of both.
- Nestlé
- To develop a specific agreement with Nestl6 in Wisconsin and Bavaria with Nestl6 Geneva approval, that promotes the integration of Quality, Environmental and Food & Safety Systems into one management system that produces a model of greater efficiency, protection, profitability, sustainability and regulatory flexibility.
- BMW
- Using the Wisconsin Environmental Cooperation Pilot Program, work with BMW to encourage Wisconsin companies in the BMW supply chain to incorporate sustainable system implementation into production and distribution of goods.
- Leadership Exchange
- To bring together state. governmental leaders (Governor Thompson, Ministerpräsident Stoiber, Secretary Meyer, Staatsminister Schnappauf), European Commission officials and federal leaders to incorporate sustainable systems thinking and regulatory reform into existing and new laws and regulations and to establish a business leader information exchange that addresses systems integration, verification of results and regulatory reform to incorporate sustainable thinking into practical business applications.
- Environmental Performance Gathering and Exchange
- To hold an environmental performance gathering and exchange involving parties to the implementation of the Memorandum at the Embassy of the Federal Republic of Germany.
