  • February 10 - Pursuant to chs. NR 2 and NR 150, Wis. Adm. Code; and §§ 285.13(1) and 285.61(7), Wis. Stats., the Department of Natural Resources will hold a public hearing on a permit application for construction and operation of an industrial sand mine and sand processing plant in Monroe County at 1 p.m. in the Tomah City Hall, Council Chambers (located on second floor), 819 Superior Ave., Tomah. Unimin Corporation - Tunnel City Plant, South of Highway 21 between County M and the Rail Line, Greenfield, Monroe County, (Wisconsin, FID 642078580), submitted to the DNR a permit application, including plans and specifications for construction and operation of an industrial sand mine and sand processing plant. (Air Pollution Control Construction Permit No. 11-MHR-188, and Air Pollution Control Operation Permit No. 642078580-F01, a synthetic minor permit.) DNR has made a preliminary determination that the application meets state and federal air pollution control requirements and that the permit should be approved. This type of proposal normally does not have the potential to cause significant adverse environmental effects and the DNR has not prepared an Environmental Assessment of the proposal.   • February 16 - Pursuant to § 283.83, Wis. Stats., and § NR 121.07 Wis. Admin. Code, a public hearing on the intent of the Wisconsin Department of Natural Resources to amend the Dane County Areawide Water Quality Management Plan by revising the Verona Urban Sewer Service Area boundary and the environmental corridors in the City of Verona will be held at 1 p.m. in the Verona Public Library Community Room, 500 Silent Street, Verona. The proposed amendment adds 265 acres on the southwest side of the City of Verona near the interchange of State Highway 69 and U.S. Highway 18/151. The City plans to allow future development of approximate 148 acres with the remainder being undeveloped lands for flood plains, parks, street right-of-way, and storm water management facilities. The amendment area drains into Badger Mill Creek and the Sugar River. DNR proposes to issue an approval of the amendment with the following conditions recommended by Capital Area Regional Planning Commission technical staff: all recommendations of the Montgomery Report shall be honored; all agreements between the commission’s technical staff and the City of Verona regarding environmental quality beyond the statutory regulations of DNR shall be honored including maintaining 90 percent stay-on volume for runoff control for both residential and nonresidential development, 75 foot set-back distance from the Badger Mill Creek and Sugar River, and developing and implementing a restoration plan for the intermittent tributary to Badger Mill Creek.   • February 7 - The Laboratory Certification Standards Review Council will hold its regular quarterly meeting from 10 a.m. to 1 p.m. (or until all agenda items have been addressed) in the main conference room of the DNR Science Operations Center, 2801 Progress Road, Madison. The primary focus for this meeting is to solicit approval for the program's 2012-13 fiscal budget and certification fees package.   • February 16 - An informational on a permit application from the Whooping Crane Eastern Partnership to treat waters withing the Necedah Natioanl Wildlife Refuge to reduce black fly populations will be held at 7 p.m. at the Necedah Village Hall, 101 S. Center St., Necedah. The Whooping Crane Eastern Partnership is applying for a permit for one more year of treatment to reduce black fly species that feed on birds. If permitted, the streams would be treated with a naturally occurring biological control agent that targets larvae of individual species of black flies. The purpose of the treatment is to see if whooping cranes in the area will respond to the reduction of black flies by nesting successfully. Black flies have been shown to potentially negatively impact whooping crane nesting. This treatment will not affect the water quality of the streams and is completely harmless to people, fish, birds, or other animals (including most other species of insects). The partnership is composed of private organizations like the International Crane Foundation and public agencies like the U.S. Fish and Wildlife Service and Wisconsin DNR. If the partnership receives a permit for treatment, their plan is to treat a few streams located near the Necedah National Wildlife Refuge in late March or early April. The counties that contain streams that may, but not necessarily will, receive treatment are Juneau, Wood, and Monroe. Final determinations of which areas will be treated will be known when the permit application process is complete. For more information contact: Davin L.   • February 29 – The Department of Natural Resources will hold a public information meeting on the temporary closure of Peshtigo Flowage fishing during the 2012 drawdown of the Peshtigo River at 6:30 p.m. at the Municipal Building at 331 French St. (Highway 41 Business), Peshtigo.
