The federal Resource Conservation and Recovery Act (RCRA) requires the licensing of facilities that treat, store or dispose of hazardous waste. The DNR has been delegated the authority to issue these licenses in Wisconsin. These licenses have 10-year terms. The initial applications were received in late 1980s and early 1990s with the first permits being issued in 1992. Thus the re-licensing of the first ones issued began in 2002. It should be noted that "days to complete" starts from the date of the initial submittal. In most cases, after the staff review the submittal, they have to ask for additional data and information to have a complete, approvable application. In some instances the facilities take a long time to provide the requested information. Facilities are able to continue their operations while we review their re-license information, if they've submitted the application when it's due.
Complete two facility re-licenses or closures in 2004.
The program is currently on track to achieve its goal of completing 2 facility re-licenses or closures in 2004. One facility closure was completed during the first quarter of this year, and it is expected that 2 facility closures will be completed by the end of the year.
