Objectives and Strategies for Goal 2

Goal 2: Waste management and mining facilities are managed so that the affected land is returned to productive use, hazards are eliminated and the facility is not a burden to the host community.

The Waste and Materials Management Program has set the following objectives that together enable us to achieve Goal 2:

  • Objective 2.1: Improve consistency among responsible authorities and the compliance of responsible authorities with respect to the administration of non-metallic mining programs. Our strategies include: improving our audits of local governments; developing guidance for local governments; complaint response; and revising NR 135.
  • Objective 2.2: Evaluate and track the reclaimed acreage that's been certified as complete by responsible authorities with regard to post-mining land use. Our strategy is to evaluate and track compliance with statewide reclamation standards.
  • Objective 2.3: Maintain 100% compliance rate for reclamation of metallic mining sites with code requirements and reclamation plan commitments. Our strategy is to continue to conduct annual inspections of metallic mining sites.
  • Objective 2.4: By 2009, 95% of waste disposal facilities are in compliance with owner financial responsibility requirements. Our strategies include: assuring all landfills are in compliance with financial assurance requirements; supporting the Governor's Blue Ribbon Task Force development of the framework for owner financial responsibility; developing revisions in NR 500 to include incentives for organic stabilization and reduce long-term financial risks from landfills.
  • Objective 2.5: Reduce taxpayer liability through hazardous waste financial assurance. Our strategy is to complete hazardous waste financial responsibility record reviews.
