Nonmetallic Mining Advisory Committee
PurposeCh. NR 135, Wis. Adm. Code, established the NMAC to advise the DNR on administering the statewide nonmetallic mining reclamation program. In general, the NMAC serves as a conduit for input from interested business groups and the public. Meetings must be scheduled at least annually. The NMAC plays a role in advising the DNR on enforcement issues that involve the locally administered (county and municipal) nonmetallic mining reclamation programs. For instance, the law requires the DNR to conduct performance audits for each county and municipal program every 10 years to ensure compliance with uniform, statewide reclamation standards. If an audit reveals a compliance problem, the DNR must consult with the NMAC prior to taking significant action to correct the noncompliance. MembersThe NMAC has nine members representing economic, scientific and cultural viewpoints that pertain to nonmetallic mining. The NMAC must include the following: a representative from a business that extracts nonmetallic minerals, a representative from a business that uses nonmetallic minerals for road building and other purposes, and a representative from an organization that administers county zoning ordinances. Collectively, the committee should represent the interests of a wide spectrum of stakeholders across the state. The DNR Secretary appoints members for terms not exceeding three years.
